Grant and Programme Development Officer

Sana’a, Yemen

 

We are looking for a highly qualified candidate to fill the position of Grant and Programme Development Officer based in Sanaa, Yemen.

Who are we?

Since 2007, using a protection of human rights framework, DRC Yemen has worked with mixed migrants (refugees, asylum seekers and illegal migrants) coming from the Horn of Africa who are displaced by conflict and drought.  

 

Since 2010, DRC has implemented protection and other humanitarian programming in support of IDPs, returnees and host populations affected by recent and ongoing conflicts in northern and southern Yemen. Current and planned activities include protection profiling, return and child protection monitoring/assistance, early recovery assistance (shelter and WASH assistance), social cohesion activities among conflict-prone and marginalized communities and community development. Many of DRC’s activities entail information collection (surveys, assessments, etc.), analysis and reporting for a wide public audience.

 

About the job

The Grant and Programme Develoopment Officer will research funding opportunities, act as Grants Management System (GMS) focal point for DRC Yemen, ensuring all project information is regularly updated on the system and provide quality assurance on all program development and reporting documents for DRC Yemen

 

Duties and Responsibilities

Program development, reporting and communication:

  • Monitor and research funding opportunities
  • Support the collection and analysis of needs assessment data, as needed
  • Support the development and design of new initiatives, in line with DRC Yemen and regional Horn of Africa & Yemen strategic priorities
  • Draft, edit, finalize and submit concept notes and proposals in line with identified needs and funding opportunities, and in coordination with the relevant project manager
  • Ensure reporting systems are in place for each project including reporting formats and frequency
  • Provide quality assurance on all program development and reporting documents for DRC Yemen
  • Prepare regular and ad hoc reports (statistical & narrative) for all DRC donors, in coordination with the relevant project manager
  • Prepare quarterly reports and project development summaries for DRC Regional Office
  • Attend protection, shelter/NFI, WASH, early recovery, food security clusters and other relevant coordination meetings, as needed
  • Act as Grants Management System (GMS) focal point for DRC Yemen, ensuring all project information is regularly updated on the system
  • Act as focal point for communication/advocacy for DRC Yemen, including drafting fact sheets and inputs for annual reports
  • Support the orientation of new project managers for new projects and the project quarterly review process

 

Monitoring, evaluation and learning:

  • Support and oversee the development of project monitoring and evaluation plans
  • Facilitate the collection of data relating to the monitoring, evaluation and learning for each project
  • Supervise the work of the Monitoring and Evaluation Coordinator
  • Ensure that HAP compliance issues are incorporated into all aspects of DRC Yemen’s work
  • Work with project managers to ensure that quality and learning issues are incorporated into programme implementation

 

MMTF secretariat functions:

  • Provide general support to the MMTF co-chairs (UNHCR & IOM)
  • Organize and facilitate MMTF monthly and ad hoc meetings, workshops and conferences
  • Prepare MMTF reports, correspondence, electronic presentations and resource materials; maintain & update MMTF website and mailing list as a tool for information sharing & advocacy
  • Liaise with other MMTFs within the region and with the Regional Mixed Migration Secretariat in Nairobi to ensure effective information-sharing and coordination on issues of mutual interest

 

Other:

  • Perform other tasks as assigned by the DRC Country Director

 

About you

To be successful in this role you must have:

Required qualifications

  • University degree (Master’s preferred) in relevant field of expertise
  • Minimum of four years of INGO experience with significant experience in proposal development and reporting
  • Experience designing and implementing M&E systems
  • Excellent English written and oral communication skills
  • Good relief and development programming skills, including capacity to prepare logical, coherent and consistent documents including log frames
  • Ability to work rapidly with staff in the field directly and remotely in writing and where necessary revising concepts, proposals and reports
  • Good knowledge and skills in quality control and compliance issues
  • Ability to operate effectively under strict deadlines
  • Familiarity with requirements of key humanitarian donors and ability to work in a multi-donor environment, including EU/ECHO, DFID, UNICEF & UNHCR, among others
  • Regional experience & Arabic language skills are preferred

 

We offer

DRC will offer the successful applicant a one year contract, renewable dependent on both funding and performance. You must be available to start work from 1 July 2014 and be willing and able to work in Sanaa, Yemen.
