CARE is seeking a Senior Technical Advisor, Health System Support and Innovation (HSS & I) who will be responsible for overseeing the acceleration of promising and proven Sexual and Reproductive Health and Rights (SRHR) health system support models and innovations. In this capacity, the Advisor will support the development and execution of plans to accelerate proven and promising approaches.

During the implementation of the Health System Support & innovation acceleration plans, the Advisor will provide support in project management, resource mobilization and partnership development, model documentation, evidence generation and translation, and more. S/he will also be responsible for developing and supporting the pipeline of new SRHR HSS models and programs. The Advisor will be the primary technical HSS program design and proposal development expert on the SRHR team and will be responsible for providing leadership, support, and guidance to priority SRHR HSS initiatives and programs.

Responsibilities:

  • Support the development of a plan to accelerate proven and promising CARE sexual and reproductive health systems support models/innovations
  • Meet with and cultivate relationships with relevant donors and stakeholders
  • Collaborate with country, regional and other staff to develop and support project activities,
  • Function as the project manager in the efforts to drive the plans to accelerate proven and promising CARE SRHR models forward
  • Work closely collaboration with country teams and stakeholders.
  • Provide technical support to execute project plan activities- i.e. resource mobilization, model documentation, program design, implementation, and evaluation

Qualifications:

  • Masters or Doctoral level in public health, epidemiology, or behavioral/social sciences or related field
  • 10+ years of experience in a similar environment or a relevant position
  • Must possess experience designing and implementing health-related programs in developing world contexts
  • Experience in evidence generation and program evaluation and/or experience with human-centered design
  • Experience in health systems strengthening, human resources for health, mhealth, urban health (or some combination)
  • Strong knowledge of proposal development for USG or other bilateral groups
  • Experience working in the South Asian context
  • Ability to build partnership building, collaborate at all levels and appropriately negotiate
  • Demonstrated experience developing proposals for USG or other bilaterals, as well as corporate or private donors
  • Excellent written and verbal communication
  • English proficiency
