BACKGROUND:  Founded in 1933, the International Rescue Committee is a prominent international humanitarian organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression. 

         

The IRC is launching an emergency response program in eastern Ukraine to meet the basic needs of populations affected by the conflict. IRC is working in the areas around Donetsk and Horlivka, implementing programs in health, economic and basic needs assistance and psychosocial programs for women and children.

 

 

SCOPE OF WORK:

 

The ERD Cash and Basic Needs Coordinator is the management leader for all programmatic and operational aspects of cash transfer programming. As the overall leader of cash transfer programming, the ERD Cash and Basic Needs Coordinator is IRC’s key actor for market-oriented programming and economic recovery. The Coordinator will liaise with other technical coordinators within IRC and in sister organizations to ensure coordination and complementarily of programming, as well as appropriate technical rigor in project design and implementation. The Coordinator manages all ERD staff, providing any and all support necessary to ensure successful implementation of cash transfer programming.

 

Position objectives:

  1. To manage all aspects of the successful design and implementation of cash, voucher and NFI programming in emergency response.
  2. To establish the IRC’s human and technical resources in-country to carry out further economic recovery and development programming, should further opportunities arise.

 

Who this position reports to: Country Director

 

 

RESPONSIBILITIES:

Technical Quality

  • Provide technical and management leadership to economic recovery and development programming in accordance with best practice and IRC policy;
  • Leads, or contributes to, the development of country sector strategic direction and plans;
  • Proceed with the selection of targeted communities, based on programmatic objectives and vulnerability criteria, aligning project activities with appropriate cash transfer programming types (i.e. unconditional/conditional cash grants, and vouchers) or NFI distributions;
  • Ensure that the selection of beneficiaries is participatory, and inclusive;
  • Ensure the payment delivery options guarantee the maximum level of protection for the beneficiaries.

 

Staff Supervision & Development

  • Directly supervises all program staff;
  • Build capacity of the team under his/her supervision in the different selected cash transfer methodologies;
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions;
  • Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews;
  • Responsible for staff work and vacation schedules, and staff training/development activities;
  • If/as required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies;

 

Grant Planning & Implementation

  • Anticipates, plans and manages programmatic and structural transitions;
  • Has significant budget authority to pre-approved limits and responsibility for budget development and compliance;
  • Responsible for ensuring the achievement the overall grant timeline and completion date;
  • Provides direction and monitor staff in their implementation of the project-specific workplans and quality of technical activities.

 

Grant Monitoring & Reporting

  • Development/maintenance of effective and efficient oversight, support, quality control and reporting systems and processes;
  • Develop post distribution monitoring tools and adapt them to the different cash transfer methodologies chosen;
  • Ensure regular field monitoring and modifications as required;
  • Ensure IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements are produced in quality.

 

Coordination & Representation

  • Develops and maintains effective coordination and long-term relationships with external stakeholders, representing IRC positions, promoting long-term strategy and resolving problems/conflicts;
  • Work closely and coordinates with IRC logistics, finance and grant staff to ensure timely and complaint program activities and expenditures; including active participation in grant opening/closing and review meetings.

 

Program Development

  • Contributes to the development of country strategic direction and plans;
  • Leads sector specific strategy development and technical proposal design.

 

Other

  • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and  liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs;
  • Other duties as assigned by the supervisor to enable and develop IRC programs.

 

Professional Standards

  • All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

 

 

REQUIREMENTS:

  • College degree in economic development, financial management, or program management required
  • Master’s Degree preferred
  • Minimum of 5 years professional experience in development, recovery and/or emergency responses, preferably with specific experience in economic recovery and development, cash transfer programming and NFI distributions for basic needs;
  • Prior experience working in emergency settings or insecure environments preferred.
  • Strong program/technical and budget management skills, planning, reporting, monitoring and evaluation skills
  • Strong written and oral communication skills, effective in representation and liaison with external parties.  
  • INGO experience required; experience working with the UN cluster system desirable.
  • Experience implementing DfiD, ECHO and/or USAID/OFDA grants.
  • Must be capable of applying their skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others.
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Fluency in English required, Russian fluency a distinct advantage

 

SECURITY SITUATION/HOUSING:

This position will be based in Donetsk with frequent visits to the field. IRC provides shared guest housing with Internet connection. Movement in Donetsk city is flexible, with a 9:00pm curfew in place and may be further restricted at times due to the security situation.
