OVERVIEW:

The Ebola outbreak in West Africa has been of unprecedented in scale and in the response required. No previous outbreak has had as many confirmed cases, or as wide of a geographic spread.  The situation has been complicated by the porous nature of the regions’ borders, inaccessibility of the terrain and the presence of multiple active sites of transmission. In Lofa, the IRC response to the Ebola outbreak has included coordination and collaboration (with co-chairing of the Ebola intervention committee meetings in Zorzor and Salayea districts, providing technical advise to the Lofa County Ebola task force and supporting the Lofa County Health Team (Lofa CHT) in preparing contingency plans for the Ebola intervention activities), surveillance and contact tracing (provision of community health staff to Lofa CHT to lead and be part of the contact tracing teams, provision of gasoline to district health offices for case follow up as well as health information management), case management (provision of medical staff to Lofa CHT to lead case management, training of health staff in Salayea, Zorzor, Voinjama and Kolahun districts, distribution of infection control materials and other medical supplies to 40 health facilities in Lofa County as well as fuel support for transportation of suspected and confirmed cases as well as for the burial team), as well as social mobilization and psychosocial support with community awareness raising and health education in health facilities and communities in Salayea, Zorzor, Voinjama, Kolahun and Foya districts.

 

SCOPE OF WORK: The Field Coordinator leads the IRC’s response and transition efforts in Lofa County, providing management guidance to ensure effective and efficient programming. As the IRC’s most senior representative in the field, the Field Coordinator must bring a senior leadership profile with a proven track record in managing emergency and transition programming. The successful candidate will be well organized and able to represent IRC to partners including beneficiaries and donors. The Field Coordinator must handle sensitive, complex issues in a diplomatic way that puts the needs of the beneficiaries first. The Field Director for Lofa County will coordinate IRC’s programming in the County; ensuring different projects work in synergy and are implemented according to approved timelines. Reporting to the Country Director, the Field Director will oversee the following portfolio of programming:

 

RELATIONSHIPS: The Field Coordinator reports to the Country Director, but works closely with both, DDP and DDO, as well as the Finance Controller, HR Coordinator, Supply Chain Coordinator, and IT Manager in Monrovia.  At the county level, the Field Coordinator works closely with the Health Coordinator, CAREL Coordinator as well as the PACS Coordinator.  The Field Coordinator supervises the Base Managers and Finance Officer in Voinjama and Zozor. The Field Coordinator will travel to and monitor the service delivery sites and partners.

 

SPECIFIC RESPONSIBILITIES

 Strategic Planning and Management

  • Working closely with the Country Director and Deputy Director for Program, develop a strategic direction and plan for the county program
  • Ensure that structures and systems are in compliance with IRC standards, and that they support program delivery and promote management coordination and efficiency throughout the country program

 

Program Quality & Development

  • Develop program strategies in accordance with IRCs mission and Strategy Refresh 2015 - 2020
  • Ensure the consistent use of well managed assessment, design and proposal development processes
  • Promote a team approach and positive learning environment utilizing headquarters, country program and operations staff and partners to consistently enhance the quality of design and implementation

 

Key Partner & Donor Relations

  • Develop IRC as a partner of choice for major international donors
  • Develop and maintain a high level of understanding of donor priorities, county plans and planned funding initiatives
  • Maintain and expand participation with key donors, host government,  local stakeholders and relevant policy and coordinating bodies

 

Fundraising and Budget Management

  • Ensure submission of appropriate, timely high quality proposals and lead required donor negotiations
  • Monitor and identify appropriate sources for match fund requirements and coverage of funding gaps as needed
  • Provide timely and effective oversight of the financial position of the country program including identification and implementation of required changes to match funding levels
  • Maintain effective and coordinated budget monitoring processes for grant funds and discretionary funds

 

Safety & Security & Operations Management

  • Working with country senior management team to ensure the development, implementation and monitoring of financial and operational policy and procedures to ensure constant compliance with IRC and donor policies across the program
  • Promote coordination and teamwork between program and operations staff to improve quality of proposal submissions and program delivery
  • Insure the safety measures for staff are taken seriously by staff at the field office and IRC guest houses

 

Human Resource Management, Staff Development & Retention

  • Develop a positive work environment for all staff supported by a professional level human resource management function
  • Support and hold management staff accountable for providing staff development opportunities and planning
  • In coordination with HR Coordinator, support and hold all staff accountable for performance management (performance evaluation and objectives setting).

 

Requirements: 

  • Graduate degree in relevant field;
  • At least five years of work experience covering both emergency and post-conflict development programming;
  • Extensive program development and fund raising experience, prior experience with European, US and international donors;
  • Strong human resource management skills;
  • Previous budget and fiscal oversight responsibilities;
  • Ability to work and live in a complex environment;
  • Excellent interpersonal, cross-cultural and communication skills
  • Strong written and oral proficiency in English required
  • Experience working in W. Africa and/or post-conflict environments preferred

HOUSING:  

 

The position is base in Lofa County, Liberia. This position is unaccompanied. International staff are provided with staff in kind housing, close to the office, and access to transportation.

 

SAFETY & SECURITY SITUATION:

 

All international Staff must comply with all IRC Liberia security policies and procedures. While there is a great deal of media coverage about the risks of working in an Ebola affected country, both the CDC and WHO have stated that the highest risks remain for those directly treating Ebola patients which this position would not be involved in. Furthermore, you will be working with a team of fellow international staff who continue to work confidently in the country, following robust IRC hygiene protocols to minimize any risk. At any point the position holder has the option to end the assignment should you feel unsafe in any way, with no repercussions in terms of employment in other IRC programs
