ORGANIZATION DESCRIPTION

Questscope provides a means for a second chance to children (7-12) and youth (18-25-ish) who will be excluded from mainstream economic and social options in their future due to lack of an education and a "champion."

This approach to providing a "means" has translated into alternative education programs (officially linked to a Ministry of Education certification) that open doors for vocational training and further education towards tawjihi. In addition, numbers of our "graduates" have gone on to significant jobs and/or starting small business initiatives. The keys to restoration to these opportunities are gaining standards of literacy/numeracy and the development of critical thinking skills (to be creative in observing and planning out their lives).

Our targets are any youth from a disadvantaged background, and their numbers are not insignificant.  The targets include youth disadvantaged within their society (the case of Jordanian youth) or youth disadvantaged by war/conflict/displacement (e.g., Syrian refugees in Jordan). We also build strong linkages between educated volunteers (primarily university students/graduates/young professionals) and those youth - an important social bridge-building element as the gap between those who "have" and those who "have not" continues to widen.

We can build a thriving society if no one is left out of contributing to and benefiting from opportunities in society.

PRIMARY PURPOSE OF THE POSITION Questscope is looking for an experienced, results-driven, innovative and highly-conscientious individual who will remotely manage and coordinate the various components of an offsite project (in Syria) that is primarily in protection, with some WASH and shelter.  The PM will cooperate with the Syrian partner and the QS team in Jordan to fulfill project requirements, to improve quality of monitoring and assessing accomplishments including assisting in increasing institutional capacity of both the Jordan and Syria teams. In addition, s/he will collaborate with colleagues  in Jordan and the U.S. to design and develop innovative project ideas for communication, diversification and expansion in the region, as related to this project, with potential local and regional partners.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

  • 6+ years of overseas experience, in programs in complex emergency or post-conflict settings with management and supervisory responsibilities in program administration at management level required. Experience with remote management is a plus.
  • 3 years or more experience on project grant life cycle; proposal development, budget monitoring, reporting, and other compliance related issues.
  • Positive training approach to multi-level, multi-lingual, multi-functional teams.
  • Master’s degree in relevant field preferred (Development Studies, Social Sciences, International Relations, Public Health, etc), or equivalent combination of education and experience.
  • Sector specific experience desirable in any or all of the following: education, livelihoods, camp management, protection.
  • Knowledge and understanding of best practice monitoring and evaluation systems.
  • Experience with working with urban refugees/IDPs.
  • Good analytical, budgeting and writing skills.
  • Good skills in integrated multi-sector programming.
  • Experience with coordinating with donors including USG, UNICEF, UNDP/CHF and with INGOs, national NGOs and government agencies.

KEY BEHAVIORS & ABILITIES

  • Fluency in English required, willingness to learn Arabic.
  • Demonstrated skills and experience in INGO administration, finance, and logistics systems.
  • Good understanding of donor (including UN and USG) regulations and policies.
  • Good understanding of grant management practices.
  • Knowledge of best practices in project design, qualitative and quantitative assessments in community settings.
  • Working and living with multi-national staff.
  • Respect for other staff and the local culture.
  • Extremely flexible with the ability to cope with stressful situations.
  • Willingness to travel and live security difficult situations.
