Reports To: Senior PSO /Emergency Coordinator

Liaises with: Country Director, Assistant Country Director Programmes, Emergency Programme Managers, and Coordinators, Technical Advisers and Programme Partners

 

Job Purpose:

To support the emergency programme staff and partners in the development of proposals, reports, case studies, and other relevant documentation such as visibility material and brochures for CWW’s emergency response.

To assist in the development of monitoring and evaluation systems for each programme, including tools, proper reflection of the results and impact of the programme in the reports, train the staff and partner’s staff on PCMS and dissemination of learning among staff, partners and other stakeholders.

To provide necessary documentation and other support to the Country Management Team (CMT)

 

Main Duties & Responsibilities:

Reporting and Programme Development:

  • Assist in the production of high quality reports. Supporting staff to undertake various processes that lead to incorporating the learning to improve the quality of the work. These documents will be in line and compatible with the donor formats as needed
  • Prepare and update as required, reporting schedules in coordination with Emergency Coordinator and EbolaManagers to ensure reports are submitted to donors and internally in a timely manner
  • Produce “in-house” case studies that demonstrate best practice in areas of Concern’s work and also address problems/constraints and critical issues. Ensure that the learning from these case studies is brought to bear in programme reviews, programming and strategic planning
  • Support the development of processes and initiatives that contribute to a learning culture within Concern South Sudan that ensures our work is informed by experience, lessons learned and best practice, ensuring that lines of communication are maintained
  • Assist in emergency programme development, strategies, the production of high quality proposals and building the capacity of programme managers and coordinators in proposal writing
  • File both hard and electronic copies of all documents, including versions of contracts, reports/proposals/etc. ‘as sent to donor’ received from Dublin and ensure these are shared appropriately

 

Monitoring and Evaluation:

  • Support the monitoring and development of overall Results Frameworks for Emergency Response Programmes
  • Assist in the development and roll-out of M&E plan and activities
  • Support capacity building of staff in M&E, data collection and reporting
  • Assist in surveys, studies and research conducted by the programmes
  • Ensure learning documentation is shared with relevant staff
  • Ensure soft and hard copies of tools, data, and reports are filed on the shared folder

 

General:

  • Support the emergency response as required including assessments, planning and reporting
  • Represent Concern at relevant coordination meetings upon request, or compile necessary information for the Concern representative
  • Contribute to all aspects of the Programme e.g. mainstreaming of HIV/AIDS, equality, and disaster risk reduction, as well as rights training and rights based development/advocacy
  • Collaborate on advocacy work through inputting sound, reliable and evidence-based research
  • Maintain open communication and good working relations with all departments and act as a “go-to person” for advice on a wide range of emergency programme-related diverse issues and problems
  • Provide all necessary documentation support to the CMT including preparation for and recording of CMT meeting decisions, visibility material and programme brochures which promote Concern’s work
  • Contribute to development, review, and revisions of institutional and country programme strategies and policies, and assist CMT with research related to relevant UN and government strategy plans and progress reports, as requested and agreed
  • Any other tasks mutually agreed with the line manager

 

PERSON SPECIFICATION

ESSENTIAL

Education, Qualifications & Experience Required:

  • Relevant Masters Level Degree in Humanitarian Assistance, Development Management or other relevant discipline
  • Previous experience overseas with an international NGO, ideally in an emergency setting

 

Special Skills, Aptitude or Personality Requirements:

  • Excellent English writing and communication skills with substantial previous experience of research, documentation and/or report writing
  • Ability to work with a multi-national team in an emergency environment
  • Ability to manage multiple job tasks
  • Ability to work on own initiative and as part of a team
  • Ability to act as part of a multi-cultural and multi-disciplinary team
  • Ability to organise and prioritise workload, using initiative when appropriate
  • Ability to cope with stress, work under pressure often to strict deadlines
  • Self-motivated, progressive and proactive.
  • Good knowledge of Programme Cycle Management
  • Good knowledge of institutional emergency donors (ECHO, OFDA, Irish Aid, DfID)
  • Good knowledge and competence of computer      applications i.e. Microsoft Office
