Context

The British Red Cross Society (BRCS) helps people in crisis, whoever and wherever they are. We are part of a global voluntary network, responding to conflicts, natural disasters and individual emergencies. We enable vulnerable people in the UK and abroad to prepare for and withstand emergencies in their own communities. And when the crisis is over, we help them to recover and move on with their lives.

Since the beginning of the unrest in Syria at the start of 2011, Lebanon has received the highest number of refugees fleeing across the border. To date, over one million – the vast majority Syrians - have registered with UNHCR in Lebanon, and UN projections are for this figure to rise to at least 1.5 million during 2014. Refugees are spread in more than 1,200 different localities across the country. Approximately 60% reside in often sub-standard rented accommodation, with remaining numbers either hosted by Lebanese families or living in informal tented settlements under precarious conditions.

The humanitarian response in Lebanon has been increasingly shifting from in-kind to cash-based assistance. UNHCR, WFP and other international and national NGOs are delivering Cash Transfer Programming (CTP) to vulnerable families in the form of conditional cash grants (cash-for-rent), vouchers, and increasingly in the form of unconditional cash transfers. The Red Cross Movement had until early 2014 not engaged in cash transfer activities. Relief programming – only recently scaled up by the Lebanese Red Cross Society (LRCS) – has been largely provided in the form of food and NFIs in-kind.

On the basis of the protracted humanitarian situation and the specific context in Lebanon, and following an initial feasibility assessment made by BRCS at the end of 2013, CTP has been identified as an additional response modality that could be used by the LRCS. Since the start of 2014, BRCS has established a bilateral partnership with the LRCS, and has been providing technical support and capacity building to the LRCS Disaster Management Unit (DMU) on the approaches, processes and systems necessary to launch CTP interventions in Lebanon, in line with LRCS’ capacity and mandate. A pilot CTP was initiated in North Lebanon in March, and will be implemented in the course of 2014.

Scope

The Economic Security (EcoSec) Delegate for Lebanon will continue to provide appropriate, professional and high quality technical advice and support to the LRCS DMU, with a specific focus on (1) implementation, monitoring and evaluation of the pilot CTP in North Lebanon, and (2) capacity building of the LRCS DMU at Beirut and Branch levels in all programme cycle aspects of cash transfer programming. The delegate will also contribute to further positioning BRCS as a lead PNS supporting Movement partners to ensure strong technical capacities to deliver programmes with a focus on CTP and livelihoods, both in Lebanon, and as required in the region/wider Syria Crisis response.

Overall Purpose of the Post

• Support LRCS to continue to improve systems and procedures to design and implement CTP (including programme cycle aspects of targeting, beneficiary identification and registration, monitoring and evaluation, DMU CTP staff and volunteer training and management, and financial and logistics systems) including scaling up from the pilot phase, and adapting cash transfer programming to incorporate alternative modalities, in line with DMU and LRCS strategies and choices regarding programme design

• Liaise with the other actors in Lebanon involved in CTP – and represent the RC Movement in sectoral working groups and other forums as appropriate – to ensure LRCS cash transfer programming is coherent, has an added value, and is appropriately harmonised with the wider cash assistance system in country

• Ensure quality implementation, monitoring and evaluation, and learning documentation in order to guide and inform future LRCS cash transfer programming

• Provide technical advice and support to other cash transfer programmes in Lebanon involving BRCS and LRCS as required.
