Background

The IRC is a leader in assistance to people affected by oppression and violent conflict, providing immediate relief in emergencies to save lives, and working with local partners to rebuild lives and provide durable solutions. Health is the IRC’s largest sector, with programs in 25 countries serving nearly 15 million people. Health program workers in the field are supported by a Health Unit comprised of health professionals with varied expertise and years of experience. The IRC Health Unit is committed to a culture of leadership, innovation, partnership, and accountability to those we serve. Reproductive health is the largest sub-sector within IRC’s health programs.

Scope:

The Senior Technical Advisor for Reproductive Health (RH STA) leads the development and oversight of the IRC reproductive health programs. The RH STA should be a global thought leader and doer with a passion for, and track record of, advancing reproductive health access for people affected by conflict. The RH STA ensures that field programs receive effective and contextually appropriate technical support; that multi-country reproductive health programs are designed/implemented efficiently and effectively; that the IRC has effective policies regarding reproductive health programming and services; and that the IRCs influences and improves services for women, girls, and their families globally. The RH STA is expected to collaborate with a wide range of internal and external partners to improve reproductive health services and outcomes. The position reports to the Senior Health Director and is based in New York.

Responsibilities:

  1. Organizational and global leadership for reproductive health
    • Provide vision and strategy for IRC’s reproductive health programs, in line with IRC-wide strategy
    • Lead and grow IRC reproductive health initiatives
    • Ensure that all IRC country programs receive effective technical advice for country programs supporting reproductive health services
    • Ensure the availability and use of relevant technical tools for country programs supporting reproductive health services
    • Collaborate with other teams within the Health Unit, other departments, and country programs to ensure people in IRC-supported communities have access to quality reproductive health services
    • Collaborate with other organizations to promote quality reproductive health services for people affected by conflict
    • Develop and advance a research and advocacy agenda related to reproductive health in conflict
  2. Human resources: lead the reproductive health team within the Health Unit
    • Determining optimal staffing structures and job descriptions
    • Ensuring proper support and performance monitoring for members of the reproductive health team
    • Contribute to the development of reproductive health team and field staff through training, mentoring, and other means
  3. Other tasks
  • Provide technical support to one or more country primary health programs, including guidance on strategy, program design and monitoring. This support will include at least one visit a year to each supported country.
  • Contribute to selected Health Unit and IRC-wide initiatives
  • Other tasks as assigned.

Requirements:

  • MD or RN/Midwife, plus MPH or similar advanced degree in related field;
  • Demonstrated technical expertise in reproductive health: working knowledge of technical aspects of reproductive health and public health in humanitarian settings;
  • At least 7 years reproductive health related work experience, including management and supervisory experience;
  • At least 3 years international field experience in developing countries;
  • Developing country experience in contraception and field obstetrics a strong plus;
  • Experience in working with donors, proposal writing, and program design;
  • Communication skills, including the ability to write and present;
  • People management skills: the ability to lead staff and promote productivity in a pleasant work environment;
  • Research experience:
  • Ability to be flexible and work well under pressure in a fast-paced team environment;
  • Professional-level fluency in spoken and written English; fluency in French a plus
