The Role

 

The purpose of the role is to: manage and lead the programme so it delivers its objectives, meets donor requirements, and ensures programme learning is effective; position GRAISEA as an influential programme in the region, known for its innovation and capable of being a catalyst for broader change.

 

As a programme manager, you will engage with external institutions for learning and influence, and will provide appropriate management support to programme staff based in a Programme Management Unit, in country programmes and in other Oxfam affiliates.

 

As a member of the Asia Leadership Team, and of the Inclusive Markets Practice Group in OGB, the you will also contribute to Oxfam’s work beyond the management of GRAISEA itself.

 

What we are looking for

 

We are looking for an exceptional Programme Manager who is motivated by the potential that different approaches to value chains, can provide to sustainable development.

 

You will need to be able to lead and coordinate a team to deliver a complex programme across 5 countries, working with Oxfam country teams, advisors from multiple Oxfam affiliates, and multiple national and regional partners and the Oxfam International Platform in Asia. You will have sound financial skills and significant budget management experience.

 

You will need sensitivity to a broad range of women’s rights issues. Demonstrated success in complex project management is essential. Aspects of project implementation will be carried out by other teams – e.g. Oxfam country teams – so the ability to motivate and ensure quality delivery, even where no direct management line exists will be critical. Across the programme standard approaches to critical themes such as women’s economic empowerment and climate resilience need to be developed and used as a basis for collective learning and influencing. You will ensure project staff from diverse backgrounds and interests are working together as ‘one programme’ rather than a set of separate projects.

 

The role requires an individual who can represent the programme in the region with Governments, international agencies, donors and the private sector. The post-holder will be expected to represent Oxfam’s values at all times. Since the GRAISEA programme aims to significantly change the way private sector works in Asia, experience with development and the role of private sector is essential.

 

The role is part of the Asia Leadership Team and is expected to contribute to the Asia Regional Strategy, looking to add value and leverage impact where applicable.
