We are looking for an experienced individual to join us as a Bid Manager. This is an exciting opportunity to shape a research bid for a multi-hazard operational hub which will transform the ability of Start Network members to deliver early and effective interventions.

Currently hosted by Save the Children, the Start Network is planning to become a fully independent entity. It has a vision that the humanitarian sector can change to become more diverse, decentralised and collaborative, and as such is currently working on four key areas: Start Fund (for financing emergency responses), Start Engage (for strengthening civil society capacity), Start Labs (for experimentation, rapid prototyping and learning) and Start Response (for more adaptive, decentralised and collaborative humanitarian responses). Comprising of thousands of partner agencies and with a staff of a quarter of a million working in 200 countries and territories, the Network’s reach is huge.

As Bid Manager you will lead the development and submission of a proposal by Forewarn for an Interdisciplinary Research Hub to address the intractable challenge of acting early to mitigate predictable emergencies.In addition you willapply your excellent bid management expertise by working with a group of NGOs and academic organisations to ensure a sound bid is submitted. In addition you will:

  • Outline roles needed to take a bid forward, and create a timeline with roles and responsibilities in line with Start Network and SC UK procedures
  • Play a key role in identifying suitable consortium partners, negotiating business and management arrangements with them and drafting content for teaming agreements, and consortium agreements, in coordination with the SC UK Legal Team
  • Tracking and managing risk throughout the bid process
  • Negotiate partner budgets, work with finance staff to build and review budgets that are in line with the proposal and organizational finance policies and procedures and draft final overall budget.

To be successful you will have a proven capability in delivering winning, multi-million pound product or complex services opportunities and relevant experience in multi-stakeholder teams. The ability to manage complex, multi-workstream opportunities and excellent writing skills are also essential. In addition you will:

  • Have solid understanding and implementation of internal governance procedures
  • Be conversant with Disaster Risk Reduction approaches
  • Be able to develop effective external communications
  • Have a willingness to travel up to 15% of the time, possibly at short notice.
