Role and Responsibilities

Responsible for developing, leading, monitoring and evaluating assigned projects; effectively manage and report on projects in line with the objectives; provide technical support, leadership and strategic direction; manage and train national staff to meet quality standards in Food Security; ensure beneficiary participation is enhanced in all phases of the project; liaise with other organisations, govt. offices, and stakeholders; contribute to the development of new Food Security / Nutrition project proposals and reports.

Project Overview

A 12-month project focused on improving the food security and resilience of vulnerable communities in the communes of Côtes-de-Fer and Bainet in South-east Haiti. Multi-sectoral approach including conditional cash distributions, livelihood and natural resource management trainings, and WASH.

Key Activity Areas

Project Management

  • Manage the assigned food security project in order to meet the project objectives (outputs/activities) within the budget, and allotted time frame, as well as staff team at site of operation (as designated, with support from the Projects Coordinator (PC).
  • Maintain open lines of communications with line manager - promptly reporting any operational concerns (e.g. projected failure to meet objectives; increased beneficiary needs; projected over or under spending on project budget.
  • Coordinate and seek advice from relevant advisors (i.e. Food Security, Monitoring and Evaluation) on project implementation, particularly on M&E and training aspects.
  • Update, plan, schedule and supervise project activities – regularly update the project activity plan.
  • Ensure accurate and timely reporting of activities – internal monthly reports to PC (monitoring and evaluation updates against project objectives using both quantitative and qualitative data and budget analysis (using BvAs) and external reports according to donor reporting timescales and format.
  • Ensure sector integration, learning, sharing and adoption of best practices – contribute to Medair sector development if appropriate with the Food Security Adviser.
  • Ensure effective integration of Disaster Risk Management (DRM), gender, protection and other core mainstreaming issues into the project.
  • Input into the integration of beneficiary participation and accountability in all aspects of the project.
  • Develop new proposals, linked to the assessed needs and gaps and the Medair country strategy, in conjunction with the relevant field managers.

 

Project Logistics and Finance Management

  • Coordinate closely with the support team (logistics, admin, finance) to ensure resources needed for the project are on site when needed and managed according to Medair procedures.
  • Ensure that project stocks related to designated outputs/activities are managed, transported and maintained correctly in the field.
  • Complete monthly cash needs forecasts; manage spending on the project within the approved budget.
  • Analyse monthly BvAs and give prompt feedback to the PC and Finance Manager.
  • Ensure sufficient and appropriate controls are in place to prevent fraud within the project.

 

Staff Management

  • Oversee job descriptions, recruitment, appraisals, management of staff with support from the PC.
  • Identify training needs and capacity building activities, and carry out training as appropriate.
  • Facilitate regular meetings to assist information sharing between project staff, to ensure all staff are aware of project objectives and current work plans, and to provide the opportunity for feedback.

 

External Coordination

  • In coordination with PC, liaise with national and local government officials and other NGOs, to improve the operations and coordination of the project.

 

Security Management

  • Responsible for the safety and security of Medair assets and personnel on site of operations.

 

Quality Management

  • Ensure all projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards (i.e. Sphere and HAP standards).

 

Qualifications

  • Higher level degree in humanitarian aid, agriculture, nutrition, or food security
  • Post-graduate degree in the humanitarian sector desirable

 

Languages

  • Strong working knowledge of English (spoken and written)
  • Working knowledge of French (spoken and written)

 

Experience / Competencies

  • 2 years post-qualification experience in a project management position
  • 1 year overseas work experience in relief work with an NGO having worked preferably in a nutrition/ food security; DRR knowledge desirable
  • Knowledge of Humanitarian Essentials, Sphere and HAP Standards and other international humanitarian guidelines and protocols desirable
  • Experience in design, implementation, monitoring & evaluation of humanitarian/emergency progs.
  • Diplomacy in dealing with government officials; good report and proposal writing skills
  • Team-player with good inter-personal skills; committed to team-building and able to develop and support other team members; Self-motivated, energetic, hard-working, servant-hearted
