The Research, Monitoring and Evaluation Manager is responsible for the systematic needs assessment, monitoring of interventions, capacity-building of M & E staff, and the evaluation of interventions. The RME Manager will be instrumental in launching and supervising the baseline assessment for projects, setting up an efficient project monitoring system and overseeing the project impact evaluation across the program. The RME Manager will provide direct technical supervision to the local M&E staff based in different project implementation sites. The RME Manager will play a critical role in increasing the capacity of local staff to effectively monitor project implementation as well as manage qualitative and quantitative data collection for the project’s impact evaluation. The RME Manager will be based in Bangui, but will spend around 50% of her/his time in various field locations in the Central African Republic (CAR).

RESPONSIBILITIES

Needs assessments:

  • Plays a leading role in design of tools and methodologies for multisectoral assessments to identify the needs of populations in the country.
  • Undertakes fields missions to apply the above-mentioned methodologies and assess the humanitarian situation in specific areas.
  • Ensures timely, accurate and comprehensive reporting of assessment findings to colleagues and partner agencies.
  • Ensure full-fledged presentations of the finding of the multisectoral assessment to humanitarian community (Clusters).

Monitoring and Evaluation:

  • Plays a leading role in close coordination with the Program Coordinators in design of tools and methodologies for the monitoring of the implemented humanitarian assistance activities.
  • Ensures that collected monitoring data are used to continuously update and improve technical standards.
  • Ensure adherence to the general research design, sample selection, data management and analysis and overall research project management.
  • Directly supervise monitoring and evaluation staff for both project monitoring and the impact evaluation.
  • Plan and supervise all impact evaluation activities. The impact evaluation includes a mix of quantitative assessments at the individual level and household level (baseline, midline, endline), longitudinal tracking of individuals, as well as a qualitative component.

Capacity building:

  • Based on the findings of the RRMP’s systematic monitoring, designs and applies training modules to build the technical capacity of the emergency relief team to enable them to better meet quality standards and thus comply with the IRC’s program framework as well as other reference documents.
  • Identifies external training and learning opportunities for IRC’s emergency relief staff that respond to key needs in terms of capacity building to address weaknesses identified through monitoring of RRMP interventions.

Reporting:

  • Works closely with the Grants Manager to ensure timely and quality donor reporting.

This position reports to the Senior Program Coordinator and collaborates closely with the Grants Manager and Program Coordinators and Managers.

REQUIREMENTS

  • Bachelor’s or Masters degree (social science, public policy, international development, development economics, or a related discipline)
  • 3-6 years experience managing social science field research; experience managing rigorous education research preferred, including supervising data collection, teams of field workers, survey design and implementation
  • Experience with data management and statistical analysis packages, including SPSS and STATA
  • Ability to handle multiple tasks; proven self-initiative, problem solving abilities, and strong organizational and communication skills
  • Demonstrated ability to work successfully with diverse constituencies
  • Proven experience in supervision and training in M&E and/or applied research, specific experience training for local teams and local partners an asset
  • Experience working in unstable areas and in Africa
  • Written and spoken fluency in French and English

Security Situation / Housing:

The security situation in the CAR is volatile and is characterized by latent but persistent conflict between different armed groups as well as more general crime. Security measures are in place (guarded compounds, movement restrictions, communication systems, etc). IRC expatriate staff live in team houses. This position is unaccompanied.
