Contract length: 3yrs (possible extension to 5yrs)

The role

The Team Leader (TL) will lead and manage Suchana, a 6 year £48 million comprehensive and multi-sectoral programme to prevent chronic malnutrition in under-2 children in Bangladesh. The aim is to break the inter-generational transfer of malnutrition through economic and cultural determinants in two districts of Sylhet divison. Recognising the importance of supporting nutrition well before a child is born, and before girls become mothers, the programme will adopt a lifecycle approach, with a focus on adolescents and newly-weds. It is driven by a catalytic coalition, comprising Save the Children (lead), iDE, HKI, WorldFish and icddr, b, who prioritise sustainability and scalability. Findings from a randomised control trial research and impact evaluation will be used to advocate for strengthened nutrition governance through capacity building.

Since the programme is still in its design phase, this appointment is subject to the Suchana coalition, led by Save the Children, being contracted by the donors, DFID and EC.

The Suchana TL will provide overall management, leadership, technical guidance and support, including Monitoring and Evaluation (M&E), communication, and learning, and will work with all the coalition partners to ensure a consistent approach to implementation and technical quality. S/he will be accountable for both the quality of interventions as well as their effective financial and operational management; and serve as the primary liaison and programme representative with Government of Bangladesh, donors, partner agencies and local institutions and communities.

The TL will lead and manage a multi-disciplinary team hired by the Save the Children-led coalition agencies. S/he will be responsible for virtual and matrix management between Sylhet and Dhaka to deliver programme objectives set out in the donor ToR, programme’s technical and commercial proposals, and the logical framework. Although equally responsible for abiding by the regulations of all the coalition partners, s/he will report to the Food Security and Livelihoods Director of Save the Children, and also liaise on a regular basis with the relevant SC UK Regional Portfolio Officer for Bangladesh. Since SC UK has overall contractual responsibility to DFID and EC, the TL will also have a dotted reporting line to the Head of Asia Regional Team in SC UK.

QUALIFICATIONS AND EXPERIENCE :

Essential

Academic: Master’s degree in Social Science or relevant subject.

Work Experience: At least 10 years of progressively advanced management experience in field-based multi-disciplinary programming encompassing food security, economic growth (livelihoods) and/or market development approaches.

Knowledge: Sound knowledge and experience of nutrition/health/food security programming and its challenges (situations where populations suffer from medium to long-term chronic food insecurity and recurrent economic or social vulnerability).

Skills :

  • Prior experience of delivering large scale nutrition, food security or multii-sectoral multi donor funded programmes, preferably those of DFID and EC;
  • Experience in successfully establishing and managing collaborative relationships and partnerships with donors and government counterparts at the senior level;
  • Masters in nutrition, health, Food Security Livelihood or related field;
  • Minimum of 10 years’ experience in programming in nutrition, health or related area in an international development environment;
  • Proven ability to manage consortia with a minimum of 4 years’ experience managing multi-agency programmes;
  • Demonstrated leadership and management skills in a complex international setting;
  • Sound understanding of different methodologies of M&E and operational research; and experience in developing integrated M&E and Learning systems;
  • Proven experience of managing large multi-million pound budgets and management of risk;
  • Proven ability to lead, motivate, retain and manage a diverse team of professionals;
  • Experience of effective team work and outstanding inter-personal communication skills;
  • Commitment to the values, missions, aims and policies of SCI and the Suchana coalition partners;
  • Highly diplomatic and emotionally intelligent with strong oral and written communication skills;
  • Strong knowledge of the Bangladesh context and priorities in nutrition/FSL and health.
