Save the Children International (SCI) Myanmar’s Department for International Development (DfID) funded project is now entering its 3rd year as a consortium lead with ACF, Solidarites International and Oxfam GB working in the camps and villages of Sittwe. SCI and its partners are looking to find a more efficient and targeted system of supplying hygiene promotion materials to those most in need of support. The first two years of the response have seen blanket distributions of standardised kits to all households in the camps by NGO staff.

 

In order to clearly define the methodology and impact of a voucher based system, SCI is looking for a consultant to conduct a market assessment. The consultant will be responsible for developing survey tools and methodologies and training all data collectors and data entry staff. The consultant will directly oversee (security/timing dependent) data collection in Sittwe camps and provide supervision and support to data collection. The consultant will also supervise data entry, clean and analysis as well a production of a final report. This report should include recommendations on appropriate interventions based on survey findings and context and stakeholder analysis.

 

Key Accountabilities

  • Define assessment format and survey methodology, complete with data collection tools, for camp retailers with emphasis on procuring high quality stock in a timely manner and storing in a safe and clean environment.
  • Define monitoring tools to ensure continued appropriateness of retailers selected, and tracking of vouchers received from each household.
  • Assess capacity of a representative sample of retailers inside camps and their current supply network.
  • Review Household Economic Survey that was conducted in 2013 and suggest amendments or additional data to collect for an updated survey. Recommend an economic ‘cut off’ point for assistance (to define which households qualify for voucher support and which do not).
  • Meet with key stakeholders at Yangon and Sittwe level.
  • Manage the survey budgets and financial reporting
  • Prepare and submit final survey reports to SCI in soft and hard copy with presentation of key findings prior to final report submission. Report to include summary of voucher system impact, recommended features of the voucher system to ensure cost effectiveness and adherence to the Do No Harm principle, and analysis of retailer capacity in Sittwe camps.
  • Any other tasks as required by SCI WASH Programme Manager or Deputy Humanitarian Manager.

 

Deliverables

  • Final report of the survey,
  • Monitoring tools, formats and SOP for a voucher system,
  • Mapping of local suppliers and retailers
  • Mapping of areas assessed linked to markets access

 

Qualifications

Minimum Qualifications

  • Extensive theoretical and practical experience of market assessment methodologies in humanitarian contexts, including rapid market assessment
  • Experience with socio-economic surveys.
  • Excellent analytical and report writing skills.
  • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions
  • Ability and willingness to frequently travel and stay at field base.
  • Commitment to and understanding of Save the Children’s aims, values and principles
  • Computer literacy
  • Fluency in written and spoken English

Desirable

  • Awareness and understanding of WASH, food security and livelihoods programming options and other generic programming options for addressing the underlying causes of malnutrition
  • Experience working in South Asia and in particular Myanmar.
