BACKGROUND:  
The IRC opened the country program in Mali in 2012. Our programs span the range from humanitarian relief to development activities, focusing on child protection, education, nutrition, health, water and sanitation. We work both in the north and south of Mali as well as in Malian refugee camps in Niger.

Conflict and drought have displaced hundreds of thousands both within Mali and in neighboring countries. The security situation in the north remains fragile. Nevertheless the needs of IDPs affected by conflict are widespread and the issue of humanitarian access is a continuous process. The IRC works in the north of Mali to provide urgent and essential WASH, Education and Health services at a critical time and child protection programs in the most remote areas.

The post is designed to contribute to the overall goal: Enhance the capabilities and build the resources of populations to prevent and mitigate crises, manage change and enhance self-reliance.

SCOPE OF WORK:
The ERD Coordinator will manage the growing ERD team, and will work closely with other coordinators to ensure integration of programme activities and learning. This position reports to the Deputy Director of Programmes. S/he will develop and implement the Mali ERD Strategy, including the oversight of goals and objectives by grant, developing staff capacity, and working with the Country Director and Deputy Director of Programs to roll out and follow up on submission of solicited/unsolicited proposals.

RESPONSIBILITIES:
PROGRAMME MANAGEMENT AND QUALITY:
* Ensure the implementation, the monitoring and the evaluation of ERD sector activities under different projects and in collaboration with different programs and partners
* Establish clear implementation strategies, including exit strategies, and workplans for project / project’s component Supervise staff to ensure workplans are being followed on schedule and appropriate indicators are being met and tracked
* Ensure that all ERD projects and activities are implemented, monitored in an effective and timely manner with site visits and direct supervision at the field level
* When ERD activities are part of a different program, ensure that ERD activities are market oriented, well integrated and answer to the larger goal and specific objectives of the program
* Coordinate with other program sectors (Health, Child and Youth Protection and Development, Women’s Protection and Empowerment, WASH) , to develop integrated economic models
* Ensure cohesion between different projects and activities that contribute to IRC’s ERD programming in Mali.
* Ensure that M&E data are analyzed and reviewed
* Financial management: Develop and manage project budget in coordination with Country Management Team, ensuring compliance with donor and IRC regulations
* Ensure the technical aspects of the programming are implemented using best available practices.
* Provide and document quality technical advice to all livelihood program staff to ensure that quality control measures are fully understood by program teams, including regular visits to the program areas and providing feedback
* Develop program quality indicators based on the livelihood strategic plan and monitor program quality in consultation with the staff, communities and local authorities.
* Ensure all livelihoods & ERD project are in line with the internationally accepted standards.
* Ensure gender mainstreaming and conflict sensitive programming within the livelihoods program and promote the monitoring of interventions addressing gender and conflict issues. In particular to promote the full and equal participation of women in all aspects of the work and to ensure that IRC’s program is an opportunity for peace making, rather than community division.  
* Ensure effective frequent communication and feedback with the field.
* Learn the new impact evaluation methodologies and consider the application of these methodologies in livelihoods and ERD programs and projects.

PARTNERSHIP:
* Ensure the durability of the sector through the development of critical and strategic partnerships on a national level
* Identify, establish and manage existing key partnerships, networking with governments and other local and national institutions

ADVOCACY, FUNDRAISING AND PROJECT DESIGN:
Advocacy
* Represent the ERD program and maintain effective and cordial relationships with national authorities, district officials, UN agencies and other NGOs
* Attend relevant meetings to represent IRC’s ERD activities in Mali
* Participate in inter-agency, multi-sectoral ERD working groups at district, national and international levels
* Fundraising and project design
* Work with IRC’s Deputy Director for Programs (DDP), Grants Coordinator and Technical Units to identify new funding opportunities
* Develop innovative proposals and budgets that are consistent with the overall ERD strategy, for submission to donors
* Meet with potential donors and share the vision of ERD program and activities
* Identify potential private sector partners to promote sustainable business approaches

STAFF CAPACITY BUILDING AND DEVELOPMENT:
* Identify, recruit, supervise and evaluate ERD program staff
* Identify staff training needs, design and conduct training to improve staff competences
* Provide direct support to economic recovery and development activities in all areas of operation
* Maintain regular communication with economic development staff to provide on-going technical advice and guidance and keep abreast of program and staffing needs, program successes and challenges and new developments
* Facilitate staff capacity building through training and mentoring as well as exposure to other programs; monitor, evaluate and provide guidance to staff responsible for implementation
* Design ERD training materials, workshops and conferences that support the ongoing professional development of staff in the field
* Ensure that relevant project managers are interacting effectively in all field sites with communities

Requirements:
* Bachelor’s Degree in international development, organizational development, economy, or business management. Masters degree preferred.
* At least 3 years experience in design and implementation of economic recovery and development projects.
* Technical knowledge in at least 3 the following areas is expected:
* Cash-based initiatives such as grants/cash transfers, vouchers, or cash-for-work
* Assessment Methodologies such as: value chain analysis, household economy analysis, and/or market surveys
* Agriculture-related programming such as: development of producer and marketing associations, dissemination of improved agricultural practices, agri-business strategic planning and commercial management
* Financial Access methodologies, such as: VSLA, microcredit, micro-insurance
* Food security and nutrition programming
* Experience of proposal development and project implementation
* Experience of humanitarian coordination and representation
* Experience managing a team
* Proven problem solving and results oriented
* Flexible work attitude – the ability to work productively in a team environment and independently
* Able to respond rapidly to changing environments and work under pressure
* International work experience and experience working in a multi-cultural setting essential
* Must speak fluent French and English
* Experience of working in West Africa or Mali a plus
