About Start Network
We are seeking a Head of Evidence to help us improve the impact of the Start Networks humanitarian interventions by developing and supporting consistent, coherent and practical MEAL tools and approaches.
Start Network is a consortium of 19 leading NGOs working together to connect people in crisis to the best possible responses. In order to meet the needs of crisis-affected people in a future of great uncertainty and complexity, we believe that the humanitarian sector must change. We promote a way of working that enables international and local humanitarian actors to coexist. We envision a self-organising system where the agencies best placed to respond to a crisis are empowered to do so. To realise this vision, we are working to catalyse a humanitarian sector that is more diverse, decentralised and collaborative.
The consortium works in three principal areas 1) Start Fund (financing for emergency response); 2) Start Build (strengthening civil society capacity); and 3) Start Beta (creating platforms for partnerships and learning). Innovative financing mechanisms and anticipatory crises response tools are also being developed.
The network extends to nearly 7,000 partner agencies, comprised of over a quarter million staff working in 200 countries and territories. Start is presently hosted and incubated by Save the Children UK on behalf of all Member Agencies; and intends to become independent during 2015.
About the role
This role would suit a leader in a space of practice that is bounded by the following terms: monitoring, evaluation, learning, feedback, evidence, information management, humanitarian financing, capacity building and systems.
A key responsibility will be to collaborate with the Start Fund, Build/DEPP MEL teams and MEL teams for longer-term programmatic delivery in providing strategic direction and leading edge thinking to the monitoring, evaluation and learning frameworks and to be an ombudsman for the Network in ensuring buy-in and delivery by all its Members.
About you
You will be able to manage a range of senior stakeholders, whilst overseeing the development of appropriate MEL infrastructure, and have a reputation and standing in the humanitarian system. You will ensure that the evidence generated by the Start Network is accurate, honest, and authentic.
You will need to have:
- Significant experience of creating, implementing new and innovative M&E tools and mechanisms for the humanitarian sector, in emergency settings including rapid onset with ability of challenging organisations on their MEL evidence
- Extensive knowledge of current trends and developments related to MEL
- Excellent verbal and written communication and relationship building skills in order to deal tactfully and sensitively with a wide range of people in a large organisation, very often at a distance
- A flexible and initiative-taking attitude with the ability to manage and prioritise an unpredictable workload
- Autonomous, proven negotiation and influencing skills
- Proven ability to manage a dispersed team, Familiarity with online platforms and working remotely.
What we offer in return
In return we offer a competitive sector salary of £48,000 - £53,000, pension + benefits depending on your experience.
