Action on Armed Violence (AOAV)

Programme Manager - Burundi

 

Location: Based in Bujumbura, Burundi with domestic travel and occasional regional travel, as needed.

 

Reporting to: AOAV Country Representative, Burundi

 

Duties: Responsible for the planning, implementation and coordination of field projects and programmes, in close collaboration with the Burundi Country Representative and local Project Coordinators.

 

Timeline: Initially 2 months, starting as soon as possible (with planned extension of at least 6 months)

 

Context:

AOAV started working in Burundi in 2011 through local partners, and opened an office in 2013, working to prevent armed violence and assist survivors by implementing projects building national capacities to monitor armed violence, offering psycho-social support to survivors, and preventing youth’s involvement in violence.

With two new projects starting in 2015 and a planned regional expansion, AOAV would like to recruit a Programme Manager to support the Country Representative and local Project Coordinators in the planning, implementation and coordination of projects and programmes, with an initial focus on the project “Engaging Youth Leaders to Prevent Conflict in Burundi.” This project will work with 1,800 youth affiliated with political parties and other vulnerable youth (ex-combatants, returnees, etc.) to prevent their engagement in violence through building their resilience and increasing their independence. Some of the main project activities include: setting up savings and internal lending groups, setting up youth peace and mediation committees, training in non-violent conflict resolution, community projects, social cohesion community events, and radio shows.

 

Main tasks:

  • Responsible for the successful implementation of selected AOAV projects and programmes in Burundi, including planning, technical input, quality assurance, coordination with partners, liaison with authorities and donors, budget monitoring, project monitoring and evaluation, and reporting.
  • Line management of local Project Coordinators on selected projects.
  • Capacity building of local Project Coordinators and partners in project management, reporting, M&E.
  • Supporting the Country Representative in strategic planning, liaison, communications and fundraising, including in relation to AOAV’s planned regional expansion.
  • Acting as Country Representative as required.

 

Profile:

  • A degree or equivalent in International Development or similar
  • Excellent spoken and written French and English
  • Significant programme management experience within the development sector, preferably in the Great Lakes Region of Africa
  • Understanding of political/social context in Burundi and Great Lakes Region
  • Previous experience working in Burundi (desirable)
  • Strong project planning, management and evaluation skills, including report writing, M&E and staff management
  • Strong financial management skills, including experience of budget planning and management
  • Experience in the capacity building of staff and partners
  • An understanding of armed violence reduction and prevention/ conflict/ security sector/ governance programmes (desirable)
  • A proven ability to establish effective working relationships and partnerships with a wide variety of local, national and international actors and institutions (civil society, government and international community)
  • An ability to think and plan strategically
  • Excellent organisational and administrative skills and ability for self directed work
  • Willingness to travel to remote locations
  • Sensitivity to a range of cultures and traditions
  • Good IT skills (Microsoft office)
