CDRD QAU Monitoring Evaluation and Learning Specialist (ME&LS)

Hargeisa, Somaliland

 

We are looking for a highly qualified candidate to fill the position of Monitoring, Evaluation and Learning (ME&L) Specialist for the CDRD Quality Assurance Unit of DRC Somalia.

 

Who are we?

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Program includes protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others.

About the job

The Monitoring, Evaluation and Learning Specialist’s prime objective is to carry out monitoring of community sub-projects, including evaluations and reviews which will inform output, outcome and impact indicators of the CDRD Results Framework (RF). The position will also review and monitor community sub-projects both at proposal and implementation stages to ensure quality and control, including adequate safeguards against adverse social impact; will provide capacity building forDRC community facilitators, MIS Officer and his/her assistants, as well as local authorities, in the use of the Project Management System (PMS) and on CDRD procedures as per the Operations Manual.

 

Duties and Responsibilities

Assessments, Monitoring & Evaluation

  • Ensure that data at the project input, output and process levels are supplied, maintained and updated in the CDRD database.
  • Lead the planning and implementation of the community self-evaluations, mid-term reviews and end line surveys to produce a set of household data that will inform the outcome-level indicators of the Results Framework.
  • Train the Community Development Workers (CDWs) on data collection and the Community Development Committees (CDCs) on Participatory Output Monitoring (POM) tools and techniques.
  • Keep track of CDRD sub-projects’ indicators using completed community monitoring forms to assess results achieved against performance targets stated in community sub-project proposals.
  • Operationalize the participatory component of the CDRD project’s M&E framework and track output-level indicators of the RF for each target district.

 

Learning and Knowledge Management

  • Ensure that CDRD-QAU team is able to articulate and document relevant best practices and assess performance regularly against agreed objectives and indicators.
  • Actively engage and contribute to country level thematic learning initiatives, working closely with the Monitoring, Evaluation and Learning Manager of DRC Somalia.
  • Document lessons learnt and good practices related to CDRD and share them with the DRC Somalia.

 

Programme Development and Technical Support                                           

  • In collaboration with the CDRD and Governance Coordinator, perform thematic analyses of primary and secondary data as part of operations research to provide answers to specific program questions.
  • Prepare and submit Donor Reports to the CDRD and Governance Coordinator that capture the project status and fulfill the reporting requirements prescribed by the funding agency.
  • Submit monthly and quarterly reports to the CDRD and Governance Coordinator to ensure that lessons learnt are documented and used

 

Advocacy & Communication

  • Contribute to the development of advocacy strategies for each theme under the HOAY Strategic Programme Document (SPD) and the Somalia country strategy.
  • Proactively disseminate and communicate evaluation evidence, key research and case studies related to CDRD, both internally and externally, targeting decision-makers and stakeholders including donors, local authorities and other humanitarian and development partners at country and regional level.

 

About you

To be successful in this role you must have:

  • A Bachelors’ degree in international development, programme development; social studies, or other related field.
  • A minimum of 5 years’ experience in a senior programmatic capacity in monitoring and evaluation of humanitarian programmes.
  • Knowledge and experience in participatory approaches and tools to community planning, monitoring and evaluation.
  • Extensive experience in proposal development and donor report writing.
  • Experience in capacity building, and in facilitating trainings.
  • Experience in data collection, analysis, and database design, development and management; knowledge of computer database and statistical packages.
  • Demonstrated ability to establish effective working relations with various stakeholders.
  • Good command of computer programs and applications, including experience in handling of web based management system and social knowledge networks.
  • Strong interpersonal and communication skills; ability to work well in multi-disciplinary and multi-cultural teams
  • Proficiency in written and spoken English is required.

 

We offer

DRC will offer the successful applicant a one year contract, renewable dependent on both funding and performance. You must be able to start work in June 2014 and to be willing and able to work in Hargeisa (Somaliland) or in Mogadishu (South Central Somalia).

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to www.drc.dk under Vacancies. This position will be placed at level A13. For National staff the terms of employment will be in accordance with DRC terms for National staff.
