WORK CONTEXT
Cesvi is active in the oPT since 1994 working mainly on gender and support to small scale enterprises. Since 2011 Cesvi increased its portfolio of projects focusing on two main sectors: WASH and environment (SWM). Cesvi has good and productive relations with many different stakeholders, partners and donors and it is aiming at increasing its presence in the country.

JOB DESCRIPTION
The collaboration will start in September 2014.
The main duty station will be Hebron. Periodic missions to other areas of the country (to maintain Cesvi relations with other partners and donors, and for internal coordination meetings) will be part of the assignment.

The Project Manager will be responsible for management in accordance with the contract with the Donor.

S/he will check and make sure the projects’ activities fulfil timely the scheduled objectives, with a particular focus on:

a) coordinating and monitoring the implementation of the activities,
b) ensuring that such activities meet with the Country regulations and the donor’s guidelines,
c) ensuring that the Organization’s procedures and regulations are accomplished (Security Manual, Overseas Offices Administration Manual, Logistics Manual, Visibility and Communication Manual).

S/he will be in charge to supervise the administrative aspects of the project (accounting, budgeting, procurement, financial reporting)

S/he will keep an efficient organization of the office and the staff

S/he will collaborate, within the established deadlines, to the draft of the related project reports (activities planning, work progress and final reports) as requested by donor, the Headquarters

S/he will recognize and report any necessary variation, extension or revision of the original project

S/he will identify and present new project proposals, guaranteeing missions to carry out feasibility surveys in the country or region, and actively participating to coordination meetings, clusters and strategic activities in accordance with the HQ and the CR

S/he will analyse the actual projects and strategies of other stakeholders (INGOs and international organizations) regarding the same sector/geographical area, and draft periodic reports

The PM reports to the Desk Officer (HQ) and works under the coordination of the CountryRepresentative and in close collaboration with Cesvi staff in the Country.

ESSENTIAL COMPETENCIES
Master’s Degree in Engineering, Geological or Agricultural Science or demonstrated experience in managing WASH projects

Experience in financial and administrative management

Proven strong experience in project identification and writing

Attention to details, ability to follow procedures, meet deadlines, keep the project’s files and documents and work under pressure

Strong computer skills including Microsoft Word, Excel, Power Point, Access

Fluency in written and spoken English

DESIRABLE COMPETENCIES
Knowledge of the oPT’s land and water issues

Good leadership, management, teamwork & interpersonal skills

Good communication skills and experience in working closely with beneficiaries, partners and local staff
