The role: To lead the Rakhine PHE team in Sittwe, Kyauk Phyu and Kyauk Taw Townships by developing strong coordination with PHP Coordinator and to provide a joint focal point for coordinating WASH responses in Rakhine
Level: National Plus, C2

Staff reporting to this post: Public Health Engineering staff working in Sittwe, Kyauk Phyu and Kyauk Taw in coordination with Rakhine Public Health Promotion Coordinator and Programme Managers

KEY RESPONSIBILITIES:
Overall
WASH Programme design, development and technical support of proposal development in close collaboration with Rakhine PHP Coordinator and programme mangers leadership
- Technical
Primarily responsible for technical engineering leadership of three WASH programmes in Rakhine, Full WASH support in IDP camps and surrounding villages, desludging/sludge management project, emergency Preparedness and Response, and disaster risk reduction activities.
- Management (HR, Finance, Logistics, Funding, Partnership, Accountability)
HR and Finance:
- Manage and train PHE Officers to enable them to manage their teams of PHE assistants
- In coordination with PHP Coordinator, manage programme expenditure in line with WASH programme budget and report on WASH budget expenditure
Funding
- Contribute to donor proposals and reports
Logistics
- Work with logistics to ensure timely procurement and distribution of water and sanitation engineering equipment, through detailed bill of quantities, delivery schedules of local materials etc.
Capacity building
- Accompany partners/WASH actors and Oxfam led implementation of WASH activities.
- Training and capacity building of WASH actors and government authorities in emergency response.
Accountability / Humanitarian Standards
- Apply Oxfam’s minimum requirements on accountability to beneficiaries in the implementation of WASH activities
- Raise awareness and build capacity of Oxfam staff and partners in adhering to Oxfam and international humanitarian standards
- Coordination (Internal and External)
- Coordinate with appropriate stakeholders in all aspects of project planning, monitoring and implementation for the WASH activities and represent Oxfam in township level coordination meetings
- Identify gaps in WASH coverage and develop the programme in accordance with these gaps.
- Technical input to inter-agency technical working groups
SKILLS AND COMPETENCE:
- A post-secondary training in civil engineering, environmental engineering, hydrogeology or other disciplines that provide an understanding of technical Water, Sanitation and Hygiene interventions
- Minimum of 3 years of NGO experience implementing WASH projects during emergency phase
- Strong technical skills in design of water and sanitation systems
- Experience in participatory approaches and tools, field assessments and monitoring
- Understanding of formative assessment and designing behaviour change approaches
- Experience in working within conflict-sensitive contexts
- Previous experience implementing ‘do no harm’ principles
- Good knowledge and experience in applying Sphere standards
- Diplomacy, initiative, communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of priorities
- Understanding of the humanitarian practice and code of conduct
- Sensitivity to cultural differences and an understanding of the specific Myanmar context
- Committed to Equal Opportunities (e.g.: race, ethnicity, religion, disability)
- A thorough understanding and commitment towards gender equity issues and accountability in recovery / development work
- Demonstrated experience of integrating gender and diversity issues into WASH programming. Must have a good understanding of the public health needs
- Good written and spoken English is essential, Myanmar is an advantage
