We are looking for a driven and experienced individual to join us as Monitoring, Evidence, Accountability and Learning (MEAL) Manager. You will be responsible for the continued improvement of the Start Funds MEAL team, taking a lead role in enhancing the performance of some of the world’s fastest pooled funding mechanisms for humanitarian action.

The position sits within the Start Network – a network of 42 humanitarian organisations.  Our aim is to deliver more effective emergency aid, harnessing the power and knowledge of the network to make faster and better decisions to help people affected by crises.  We advocate radical change in the system so that the world can deal better with the humanitarian challenges of today, and of the future.  The Start Network is currently hosted by Save the Children  UK on behalf of all member agencies and is working towards independent status in 2018, spinning off what will become the Start Platform.  At the point of spin-off, the Funds team will remain accountable to and managed by Save the Children. 

As MEAL Manager you will oversee MEAL for all existing fund management, currently including Global Start Fund, Anticipation window of the Start Fund and Migration Emergency Response Fund.  You will also ensure the quality delivery of all Funds’ related MEAL activities. In addition you will:

  • Be accountable for the coordination and quality delivery of all MEAL activities, including task and resource management whilst supporting the professional development of the team
  • Engage with Start Network members, other humanitarian funding mechanisms and fora to identify and implement  diverse and innovative approaches to MEAL
  • Be accountable for the measurement and reporting of the Start Funds’ performance metrics, overseeing reporting to all Start Funds’ donors including annual reviews and external evaluations
  • Support evidence-driven learning within the Start team, across the Network and throughout the wider humanitarian system
  • Lead on the delivery of data transparency activities such as the publishing of accurate and representative data to the Start Funds Portal.

To be successful you will have substantial experience of delivering MEAL for large scale and fast-paced humanitarian programmes. Previous line management experience is essential, as is a proven ability to design and implement both strategy and continuous improvement. You will have:

  • Substantial experience delivering MEAL for multi-million-pound programmes
  • Experience of designing research and managing consultants and external evaluators
  • Proven skills in developing log frames, theories of change and donor reporting
  • Experience in organising events and engaging varied stakeholders in complex issues
  • Excellent verbal and written communication skills with stakeholders at different levels.
