ESSENTIAL COMPETENCIES
Master’s Degree in Economics, Political Sciences or related fields

Proven experience in management of development projects with specific focus on private sector development and market access (minimum 3 years)

Proven experience in project identification and in drafting proposal (minimum 3 years)

Good leadership, management, teamwork & interpersonal skills

Strong social intelligence and good communication skills with strong focus in donors’ relations

Experience in event and high level training organisation

Previous experience in Central Asia

Fluency in written and spoken English

Strong computer skills including Microsoft Word, Excel, Outlook

DESIRABLE COMPETENCIES
Experience in financial, HR and administrative management

Demonstrated attention to detail, ability to follow procedures, to meet deadlines and keep the project’s files and documents

Creativity and capacity to think out of the box

Knowledge of Russian will be considered a plus

Knowledge of Italian

WORK CONTEXT
Cesvi has been present in Tajikistan since 2001 when it started working mainly on water and environmental hygiene issues. After 5 years of post-emergency activities, Cesvi has started to move through development actions in order to insure long term sustainability for rural populations. Nowadays Cesvi has a main office in Dushanbe and is implementing several projects in the country.
The 3 main sectors are:
1) environmental protection and NRM management (including wash)
2) rural development (agriculture development, value chains, access to markets)
3) support to business development (handicraft, fair-trade).

Under the “business development” sector Cesvi has been selected by different donors (UE and GIZ) as partner in implementing specific actions aimed to empower and to support the marketing of local products through local/international organisations and companies.
In January a second phase of the previous CAI project (UE funded) will start. This project will have a trans boundary approach (Tajikistan and Kirghizstan) and will focus on strengthening two BIOs in order to support better their members (small enterprises and artisans). The specific objective is Reinforced the capacity of Tajik and Kyrgyz Handicraft Business Intermediary Organisations (BIOs) to support handicraft SMEs. The expected results are:
1. BIOs increased their capacity to influence State actors and policies in favour of SMEs in handicraft sector
2. BIOs strengthened their role and improved their technical skills
3. BIOs increased their capacities to assist SMEs to approach the internal and foreign markets

In order to achieve the above mentioned results Cesvi will collaborate with its international partners and consultants.
Please note the project is currently ongoing.

JOB DESCRIPTION
The collaboration will start in January 2015.
The main duty station will be Dushanbe, with frequent missions to Bishkek. Please note that short missions to Afghanistan or Pakistan (as well to other field offices in Tajikistan), for project identification, stakeholders relations, and monitoring should be requested.

The PM will be responsible for:
- detailed planning and direct coordination of all project activities, with the support of the local coordinator and staff,
- supervision and consolidation (fund raising, project identification, coordination with stakeholders, donor acquisition) of the business development sector.

S/he will check and make sure the projects’ activities fulfil the scheduled objectives, especially:
a) coordinating and monitoring the implementation of the activities,
b) ensuring that such activities meet with the Country regulations and the donor’s guidelines,
c) ensuring that the Organization’s procedures and regulations are accomplished (Security Manual, Overseas Offices Administration Manual, Logistics Manual, Visibility and Communication Manual).

S/he will be in charge to supervise the administrative aspects of the project (accounting, budgeting, procurement, financial reporting) with the support of the Country Administrative Office and He/she will be responsible of all the documents of the project.

S/he will keep an efficient organization of the office and the staff.

S/he will collaborate, within the established deadlines, to the draft of the related project reports (activities planning, work progress and final reports) as requested by the donor and the Headquarters.

S/he will recognize and report any necessary variation, extension or revision of the original project.

S/he will identify and present new project proposals, guaranteeing missions to carry out feasibility surveys in the country or region, in accordance with the HQ and the CR.

S/he will analyse the actual projects and strategies of other stakeholders (NGO and international organizations) regarding the same sector/geographical area, and draft periodic reports and strategies.

The PM reports directly to the Desk Officer and to the Grant Officer for Asia (HQ) and works in close coordination and collaboration with the Country Representative, the Country Administrator and the other Cesvi’s expatriates in the Country.
