CARE is seeking a Recruitment & Proposal Specialist that will provide a specialized function for the Competitive Bids Unit (CBU) in response to competitive solicitations, particularly with the submission of proposals to the US Government.   Primary responsibilities will include recruitment of international staff, support in sourcing local candidates and supporting proposal development efforts as needed. This position is responsible for building candidate pipelines, and identifying, sourcing, and interviewing prospective staff for competitive bids, including reference checks, salary negotiations, writing and revising CVs and management plans (as requested), as necessary, and working in close collaboration with team members from the Country Offices and technical units.  The Recruitment & Proposal Specialist also identifies and on-boards consultants for proposal development and will also provide general proposal development assistance as needed.

Primary Requirements:
•On assigned bids, lead recruitment for competitive USG-funded proposals
•Thought-leadership and proposal writing
•Improve quality and efficiency of recruitment process
•Networking and Outreach
•Perform other duties as assigned

Primary Skills:
•Bachelor`s Degree in Business Administration, with an emphasis in Human Resources or Social Sciences, Development or equivalent combination of education and relevant work experience. 
•Master’s Degree preferred but not required.
•No less than 3-years of recruitment experience with USAID-funded competitive bidding process; 5 years preferred.
•Experience in customer service-oriented positions.
•Knowledge of USAID rules and regulations regarding recruitment and personnel processes.
•Recruitment experience for international positions
•Broad knowledge of employee relations, compensation & benefits, staffing, training and development, CARE’s HR policies and procedures, and basic US labor laws preferred.
