The General Coordinator works under the direct supervision of the Middle East Head of Unit and the functional supervision of the Desk (both are based in HQ).

In the country, he/she is the direct supervisor of the medical coordinator, the mental health coordinator, the program coordinator and the log/admin coordinator.

For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 41 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

More specifically, your main responsabilities include

1/ Program coordination

-Coordinate the overall definition of the country strategy.

-Supervise the programs’ implementation, in strong collaboration with the Medical Coordinator, the mental health coordinator and Program coordinator.

- Ensure the respect of MDM ethics and principles, and commitments.

- Contribute to define of the global strategy for the Syrian Crisis Programme, in particular for its Lebanon part, in collaboration with the regional office other missions involved and HQ, Report regularly and share information with regional team and through current exchanges, monthly and donors reports,

- Act as focal point for Lebanon for communication and advocacy, in collaboration with the country team, the regional office in Amman and HQ.

- Monitor regularly the humanitarian situation in Lebanon, in collaboration with the Medical and Program Coordinators, including the conduction of needs assessments / strategy adaptation /implementation of new activities.

2/Team management

- Be the general manager of the Lebanon coordination team (4 coordinators +25 national staff)

- Ensure good information flow and maintain proper communication between the different departments in Lebanon, through regular team meeting and ad hoc meetings on specific subjects when needed.

- Support the Lebanon coordination team in the management of the program

- Supervise a proper and fair implementation of the HR policy.

- Conduct in the appraisals of the coordination team and any direct subordinate, and validate any disciplinary measure in relation with a team member.

3/Mission Management

- Ensure the respect of MdM internal rules and of MdM obligations

- Ensure the respect of the Lebanese legal environment in collaboration with the Administrative Coordinator and the Administrator.

- Contribute to the yearly budget framework and its revisions

- Coordinate the preparation of proposals and reports for donors (narrative and financial).

- Coordinate the negotiations and the drafting of the Memoranda of Understanding and of other agreements with the partners.

4/Representation

- Ensure regular interaction, information sharing, and collaboration with other humanitarian actors in Lebanon (UN agencies, INGOs, local NGOs), and in particular with the medical organizations with similar programmes (MSF, IMC, HI).

- Ensure the regular participation of a representative of MDM to the most important coordination meetings in Beirut and Zahle, including the InterAgency meeting for Lebanon, the InterAgency meeting for Bekaa, and the Health Working Group for Bekaa.

- Support the Representation by MdM coordinator with the local authorities, including the heads of municipalities, the mukhtars, and other governmental officers when needed.

- Ensure that the level of visibility and the public messages on the MDM programme are in line with the association positioning in Lebanon and the region.

- Be the spokesperson for MDM in Lebanon with local and international media, in coordination with the Headquarters.

5/ Security

- Monitor the security situation in Lebanon, in collaboration with the Logistic department.

- Analyze and anticipate the security evolutions, and discuss them with the rest of the team

- Inform the Headquarters and the rest of the team on any security incident or dangerous development in the country.

- Ensure respect of security rules by the expat and national team in Lebanon.

- Propose and enforce new rules or procedures, in reaction to security incidents or to changes in context, in collaboration with the Logistician

- Manage and report on any security incident affecting MDM staff and assets, if any.

Fluency in English is compulsory
Arabic is an asset.
Knowledge and former experience in Lebanon, Syria, and/or other Middle East countries is an asset.
