The position will provide support to the Urban Refugees Advocacy and Learning Partnership providing strong financial management and compliant donor reporting, and will work closely with the Urban Displacement Policy Advisor.
Urban Displacement
Urbanisation is changing the way humanitarians respond. IRC recognises this growing trend and in response is building its institutional capacity so that we able to respond effectively in this new and complex context, based on what we know works.
Building on IRC’s urban programmes across the world, this project focuses on a strong research, evaluation and learning agenda that will inform IRC’s own responses and that of the wider humanitarian community. This will enable us to ensure evidence that we can continue to lead the way as a global humanitarian leader in urban displacement.
SCOPE OF WORK
This position is a key role within project team, and requires an experienced project finance officer and motivated team-player with excellent communication skills and a keen eye for detail.
The main purpose of the position is to provide project financial management and logistical support to the Urban Refugees Advocacy and Learning Partnership.
WORKING RELATIONSHIPS
- Reports to Head of Finance and IT
- Close coordination Advocacy Team, especially Urban Displacement Policy Advisor, and Grants Officer in International Programmes Team
- Coordination with Technical Units (TUs) in New York and London
ESSENTIAL JOB FUNCTIONS
- Internal budget management:
Create a clear structure for the internal management of project costs across several locations, using IRC financial system coding structures
Checking and coding all charges to the project budget (from a range of sources: salary costs, supplier invoices, expenses claims)
Producing, reviewing and updating spending plans, coordinating inputs from several locations across the IRC
Ensuring all project costs incurred in different IRC offices are correctly reported to the project
Producing regular budget-versus-actual reports, and providing commentary to the project team on variance against forecasts
- Donor reporting:
Producing quarterly financial reports to DFID and invoices/funding requests
Supporting the drafting of narrative progress report, including review of project outputs against the financial report
Ensuring compliance with DFID and IRC’s grant management and financial policy, procedures and regulations
- Knowledge sharing
Develop guidance on coding structures for management of project costs, and communicate this with all project locations
Develop tools and templates for budget management and donor reporting, automating the link between the IRC budget template, project financial management structures in IRC financial system and donor reporting
Training for project and other staff on tools and templates, and donor regulations, as required
- Logistics support to the project:
Travel arrangements for key project staff and Technical Unit representatives participating in project events
Support with event arrangements (participants, venue etc)
- Research and materials:
Preparing materials for briefing events and meetings
Conducting basic desk-research tasks to support the Learning Manager
Support copy editing and publication of reports and briefs
PERSON SPECIFICATION
Essential qualifications, skills and experience
- Experience of managing project budgets: setting up budget structures and preparing internal reports for budget monitoring
- Experience of preparing donor financial reports that comply with donor regulations
- Experience of European donor financial regulations (e.g. DFID, ECHO, SIDA, IrishAid)
- Advance excel skills
- Knowledge of accounting software and experience of setting up coding structures to support donor reporting
- Ability to work in close collaboration with team members in a multi-location team
- Strong written communication skills: ability to present research clearly
- Ability to work independently and to deadlines
- Good analytical skills and attention to detail
- Good organizational and administrative skills
- The right to work in the UK
Desirable qualifications, skills and experience
- Experience of DFID financial regulations
- Knowledge of SUN accounting software and Vision/InforQ&A reporting
