BRACED Monitoring & Evaluation Coordinator

Building Resilience and Adaptation to Climate Extremes and Disasters (BRACED) Programme:

Concern Worldwide (UK) is establishing consortia in Chad and Sudan and in South Sudan. These consortia will be funded by the Department for International Development of the UK Government. The aims of these consortia respectively are:

   ·      Improving resilience of settled and nomadic marginalised men and women to climate and conflict-related shocks and stresses in Eastern Chad and Western Sudan. This consortium comprises Concern Worldwide as lead agency; Tufts University - Feinstein Centre, World Agroforestry Centre (International Centre for Research in Agroforestry) and a Sudanese partner organisation, Al Massar.

   ·      Supporting 250,000 vulnerable farmers and agro-pastoralists, particularly women and girls, in South Sudan to become resilient to climate stresses and shocks. The consortium comprises the Agency for Technical Cooperation and Development (ACTED), the Food and Agricultural Organisation (FAO), Oxfam GB and a Sudanese partner organisation, Sudd Institute.

The overall governance of the consortium is outlined in a Governance Agreement.

The following position is being advertised subject to approval of the consortium proposal by the Department for International Development.

Job Location: London

Contract Details: Three Years

Pay Band: 5C starting at £37,053 per annum.

Job Purpose: The purpose of the role of Monitoring and Evaluation Coordinator is to be responsible for centralised collation of BRACED programme data; coordination of quality assurance in relation to M&E; ensuring harmonisation of tools and their application; database development; reporting according to agreed technical standards of implementation for BRACED consortia in Chad & Sudan; and South Sudan.

Main duties &Responsibilities: General Responsibilities:

  • Provide technical support in the development and delivery of BRACED consortia programmes.
  • Liaise with the BRACED Knowledge Manager on BRACED M&E requirements, reporting and knowledge sharing
  • Ensure adherence and/or provide feedback to guidance issued by the BRACED Knowledge Manager in relation to the measurement of resilience and other key performance indicators
  • Ensure that harmonisation of agreed technical tools, their application and quality standards are adhered to by Consortium members at an operational level within the framework of the overall Monitoring and Evaluation Frameworks developed for the BRACED Consortia.
  • Liaise with research partners on methodology, data collection, analysis and reporting on key research questions.
  • Coordinate evaluation of BRACED programmes according to agreed Monitoring and Evaluation Frameworks, including supporting the baseline, midline and endline processes and final evaluation.
  • Stay abreast of current thinking on best practice on M&E of resilience programmes, so as to inform Concern’s own processes. Ensure that Concern is aware of emerging technical standards, whether legally binding or voluntary, in order that the organisation is protected by staying up to date.
  • Participate actively in sector technical discussions and influence the formulation of technical standards on behalf of the Consortia.
  • Contribute to institutional learning and providing advice on specific technical issues in line with international best practice and emergent agreed joint position of the consortium members in this regard.
  • Lead on overall technical reviews and evaluations of the BRACED programmes, and associated proposals and reports.
  • Contribute to discussions which promote value for money within implementation by agencies and monitor value for money as the programme progresses.

Coordination within the Consortium

  • Establish strong working relationships with each Consortium and develop an in-depth understanding of their activities, support needs and strengths related to technical issues within the Consortium programmes.
  • Participate in meetings and provide guidance and feedback to relevant working groups on issues related to monitoring and evaluation.
  • Support the strategic direction of the BRACED programme with an understanding of what is technically feasible, and based on evidence generated during programme implementation.
  • Coordinate with the Monitoring and Evaluation Technical Working Groups across both consortia to ensure joint learning, research and other initiatives are implemented as per the BRACED proposals.

Monitoring and Evaluation

  • Lead on the harmonisation of relevant data collection tools and the compilation of data into one (or two) database(s). These database(s) should be current, compatible with and available to all relevant stakeholders, including the Consortia members, relevant government representatives and other stakeholders.
  • Support analysis of monitoring data collected by Consortium members to ensure a harmonised approach to calculating indicator values, as well as undertaking more in-depth analysis to examine relationships between resilience data and wellbeing data and to determine main factors that influence resilience.
  • Conduct regular field visits to implementation areas to provide technical guidance and advice; and monitor compliance with agreed technical standards and operational modalities, including the consortium branding strategy and attribution of programmes to the BRACED Consortia. These visits should include actors such as government representatives, donors, and other programme participants.
  • Ensure the use and adherence to the Monitoring and Evaluation frameworks and lead on the management of these frameworks.
  • Lead on technical discussions related to implementation methodologies and approaches to generate a strong evidence base for programme design and review, as well as for advocacy on technical issues.
  • Support routine monitoring of the programme and facilitate regular participative reflection sessions with partners to reflect on programme data and make any necessary programme adjustments (in line with Concern’s Results Based Management Approach)
  • Organise and facilitate regular programme monitoring reviews, including leading on peer reviews, in line with the consortium M&E framework, and in coordination with all consortia members
  • In conjunction with the Consortium Coordinator, ensure programme learning is fed into programme planning processes at all levels.

Capacity building and training

  • Participate in, support or lead relevant capacity building initiatives and workshops targeting Consortia members, government partners, international or national organisations working in partnership with Consortium members and as agreed within the overall programme of the Consortia.
  • Advise Consortia members on capacity building of relevant sector stakeholders including different levels of government.

Other responsibilities

  • Representation at other national and international fora as required and relevant.Person specification: Essential:

· Relevant postgraduate qualification in Monitoring and Evaluation or related subject area. At least 3 years of experience managing or coordinating large programmes in development contexts, humanitarian experience also relevant

· Fluent written and spoken English skills with demonstrable experience of writing proposals and reports for a variety of audiences including government, donors and INGOs.

· Ability to work and communicate in the French language

· Experience in carrying out assessments, quantitative and qualitative monitoring and evaluation.

· Experience and skills in quantitative and qualitative data analysis

· Sound IT skills.

· Experience of managing consultants.

· Strong communication, information management and interpersonal skills.

· Excellent facilitation and interpersonal skills.

· Understanding and commitment of the importance of gender in development programme delivery.

· An understanding of accountability as applied within humanitarian and development programming.

· Understanding of the contexts of Chad, Sudan and South Sudan and experience of working in these or similar contexts.

Desirable:

· Knowledge of resilience, climate change, environment-related discipline a distinct advantage.
