WORK CONTEXT

 

Cesvi started its operations in the Country after the 2005 earthquake implementing development and emergency projects. The core sector is emergency response (shelters, WASH, food support) to the population affected by the flood. Environment, business and rural development projects are currently active. 
Cesvi is working in several areas (KPK, Sindh, Punjab, SWAT region) and has a Country Coordination office in Islamabad. Main Donors are: ECHO, FAO, Italian Cooperation, SDC, OFDA.
In this framework Cesvi is looking to expand its presence within the Country, increasing its projects and donors` portfolio and 
The Project Development Specialist, in close coordination with the Country Representative, will be in charge to manage and develop relations with Donors and partners (national and international), promote Cesvi` strategy and brand; identify calls and write winning proposals or negotiate new projects . S/He will be in charge of coordinating all the writing process of a project including budget and field visits.

 

JOB DESCRIPTION

 

The collaboration will start by the end of May 2014. 
The main duty station will be the Country Office in Islamabad, with field visits in the country, and if requested by the HQ mission within the region.

Main tasks:
- S/He will represent CESVI, in coordination with the CR, vis-à-vis Donors, partners (including Alliance 2015), stakeholders, clusters and coordination body and fora, and any other appropriate networks aiming at raise Cesvi`s profile within the country;
- S/he will be in charge of maintaining an in-depth insight on donors and other stakeholders ‘strategies, activities and opportunities in-country (monitoring of calls, development of intelligence tools, ect..)
- S/he will support to set the strategic vision and direction of the Cesvi in Pakistan to serve more people with the highest quality programming possible, and secure the necessary resources to ensure its realization,  expanding Cesvi activities in the country, and identifying new funding sources.
- S/He will take the lead in the development, drafting and consolidation of project proposals and fundraising documents in liaison with the CR and the HQ. 
- S/He will mobilize relevant technical and field staff to ensure that proposals are developed in a cohesive and professional manner and in line with donor requirements, undertaking missions in the field, as necessary.
- S/He will guarantee that all the project proposal are in line with Donors and CESVI procedures and rules (Security Manual, Overseas Offices Administration Manual, Logistics Manual, Visibility and Communication Manual).
- S/He will promote best practices, and support the development of key thematic documents, in coordination with Country staff
- S/he should be involved in M&E activities and supervision of the on-going projects.
- S/he will be member of the Senior Coordination Team in Pakistan

The Program Development Specialist will work in close coordination with the CR, in collaboration with the Senior Management Team and under the direct supervision of CESVI HQs Desk Officer.

 

REQUIRED COMPETENCIES

 

University degree
Minimum four years of experience working in humanitarian/development context with specific focus in project development/writing
Strong communication and diplomatic skills, capacity to effectively manage Donors` relations.
Proven record of success in project/funds acquisition, both from Institutional Bodies and Private sector, including bot development of proposals and budgets 
Experience/knowledge of main Donors requirements (ECHO, UE, Italian Cooperation, SDC, USAID, AUSAID, UN Agencies) 
Fluency in English and Italian (written and spoken)

DESIRABLE COMPETENCIES

 

 

Experience in DRR/DRM and/or FS sectors
Knowledge of Pakistan and South Asia region (previous experience is an asset)
Strong computer skills including Microsoft Word, Excel, accounting software
