BACKGROUND

  International Rescue Committee (IRC) has been operating in South Sudan since 1989 and currently operates in Northern Bahr el Ghazal, Lakes, Unity, Jonglei, Central Equatoria and Eastern Equatoria States. In mid December 2013, armed conflict broke out in Juba between government and opposition forces. Fighting quickly spread to other states in South Sudan, and the escalating violence has trapped thousands of civilians in Juba, as well as in Unity, Lakes, Upper Nile, and Jonglei States. UN OCHA estimates that 1.5 million people have been displaced as a result of the violence with 300,000 becoming refugees in neighboring countries. More than 120,000 have sought refuge in UNMISS Protection of Civilian (PoC) bases across the country, which continues to experience influxes of internally displaced persons (IDPs) due to renewed violence and insecurity. Over 90% of those displaced are outside PoCs and many are not receiving regular humanitarian aid.  Sexual violence and other forms of gender-based violence (GBV) against women and girls is widespread and one of the conflict’s largest crises. As the crisis continues to unfold, IRC has been responding to the needs of women and girls through its Women’s Protection and Empowerment (WPE) emergency response providing life-saving services in Juba- Central Equatorial, Unity and Lakes States. The IRC in addition provides services to meet the needs of non displaced women and girls in Northern Bar El Ghazal State as well as refugees in Unity State and Central Equatoria State.

 

 

JOB OVERVIEW

The Women’s Protection and Empowerment (WPE) Capacity Building Manager supports IRC South Sudan quality GBV prevention and response programming across the country through the assessment of national staff capacity, review, creation and delivery of contextually appropriate training modules in response to identified needs of staff, and the development and implementation of staff- led capacity building/development plans. The Capacity Building Manager will also be responsible for assisting with filling the gaps when Program Managers are out of their field sites for a period of two weeks or more or as needed. This position will work in close collaboration with the WPE Program Coordinator and the WPE Senior Managers and Program Managers.

 

RESPONSIBILITIES

Technical Quality and Resource Development/Adaptation

In all tasks, ensure that the WPE Senior Managers and Program Managers are involved in the planning, implementation and execution with regular feedback, identifying areas for improvement and strengthening.

 

In collaboration with the WPE Senior Managers and WPE Managers

  • Provide support to WPE Managers to address the capacity building needs of staff in line with their job requirement through design, development and delivery of training packages and development of tools to assess and mentor staff.
  • Develop, Review and Adapt existing skills assessment tools  to assess staff  skills gaps for GBV Response, Prevention and Program Management
  • Develop an inventory and database of existing training resources across all WPE sites
  • Lead the review and revision of training modules and ensure training modules used across sites are standardized and harmonized
  • Support the GBVIMS Focal Point to ensure that ethical and sound data collection and information management systems (GBVIMS) are harmonized and adhered to across sites and support the GBVIMS focal point in providing timely and appropriate feedback to teams on the GBVIMS data patterns and trends to inform programming.
  • Ensure training and approach to staff mentoring are participatory, inclusive and includes intensive practice for staff working with survivors

 

 

Staff Development and Capacity Building

  • Carry out staff capacity assessment and design and implement training and capacity building plans for staff based on identified needs.
  • Develop and provide a series of trainings on GBV Response and Prevention topics, including on case management, psychosocial support, guiding principles for working with survivors, community engagement and mobilization approach, key principles and best practices on engaging men, including intergration of EMAP approach in activities targeting men, GBV Information Management System (GBVIMS) and communication and facilitation skills among others, at a series of field locations.
  • Design and conduct trainings on, staff management and supervisory skills, monitoring and evaluation, for senior national staff
  • Identify internal and external training opportunities, including online trainings and provide information and guidance to staff on the opportunities.
  • Develop and maintain a database of existing resources/expertise in the sector and an updated training database for staff to ensure equal access to internal and external training courses for staff across various sites
  • Conduct field visits to monitor and assess staff mentoring and capacity building progress

 

Other roles and responsibilities

  • Fill in gaps for Program Managers when they are out of their field sites as needed and upon the request of the WPE Co-ordinator and/or Senior WPE Managers.
  • Provide trainings and support on GBV related topics to partners when requested
  • Develop and maintain training roster database for IRC WPE Staff

JOB REQUIREMENTS

  • Master’s degree in Social Sciences, Counseling, gender studies, Public health, social work, humanities or other related discipline.
  • 3-5 years of relevant overseas programme management experience, with at least 3 years of GBV programme management experience.
  • Demonstrated experience in training, capacity building and mentoring of national and international staff .
  • Demonstrates a clear understanding of gender-based violence programming and principles, gender, human rights, and issues surrounding violence against women and girls.
  • Experience facilitating trainings and workshops on GBV.
  • Positive and professional attitude, including ability to lead and work well in a team setting.
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
  • Knowledge, skills and experience in participatory methods of capacity assessments and trainings
  • Comfortable attending and facilitating meetings and representing GBV issues.
  • Excellent interpersonal and problem-solving skills, creativity and flexibility.
  • Fluency in English required. Knowledge of Arabic would be an added advantage

 

WORKING ENVIRONMENT

Security level orange - The situation in the country in general is calm but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

 

The position is based in Juba with regular travel to the field sites . Lodging is a private bedroom in a shared IRC guest house – with electricity , internet and cable TV. Food is the individual’s responsibility. Field office housing is more basic, i.e. in traditional huts or tents with separate shared latrines and showers.
