General description

The Jalalabad Public Health Hospital (JPHH) is one of five regional hospital in Afghanistan and provide services not only to the population of Nangarhar provinces but also to three other provinces in the regions and also some districts of Kabul, Kapisa and Logar. The hospital has 533 beds and has 629 staff. The hospital has a management team mainly comprising Hospital Director, Medical Director, Nursing Director. In addition to that the Hospital has Health Management Information Management Officer, Finance and administrative and logistic staff. The hospital has two main decision making committees (Hospital Community Board and Hospital Management committee) beside that there are number of other PQI committees as well. HealthNet TPO implements Essential Package of Hospital Services (EPHS) in JPHH through System Enhancement for Health Action in Transition (SEHAT) fund under the stewardship of MoPH. EPHS is one of the two policy documents for service delivery in Afghanistan which focuses on services at secondary and tertiary level. The overall objective of the project is to reduce avoidable morbidity and mortality among the population of Nangarhar Province, especially women and children Specific Objectives: 1) To improve access, utilization, and quality of hospital services in a equitable and sustainable manner, 2) To establish and improve quality of healthcare in the hospital, 3) To improve the knowledge and skill of health personnel, 4) To increase efficiency of hospital operation through establishment and maintaining of strong managerial arrangements and autonomy inside the hospital, 5) To establish a comprehensive referral system from and towards all levels of BPHS facilities and 6) To ensure and maintain quality support services

 

 

Purpose of the position

The purpose of recruitment of hospital Advisor is to improve the day-day management in the Regional Hospital run by HealthNet TPO. Such support will include supporting the senior management in terms of providing technical and management coaching, mentoring and trainings, monitoring activities, performance quality improvement, documentation of best practices, intervention planning and development, and technical assistance with the hospital managers in other day-day hospital management issues.

 

The hospital Advisor will be based in JPHH and is reporting to Health Director and will have functional lines with Deputy Head of Mission, hospital director, Medical Director HMIS officer, Pharmacy officer and Wards Chiefs. 100% of the time will be dedicated to EPHS program support.

 

Core responsibilities and tasks

-      Act as advisor to the hospital management team and the implementing NGO (HealthNet TPO) on matters relating to hospital management improvement in the Regional hospital of JPHH.

-      Ensure progress on the management development plan with the regional hospital, including providing overall technical assistance and support in basic management functions, and in identifying additional technical needs

-      Contribute to the development of regional hospital planning and facilitating the implementation of Standard Based Management in the Regional Hospital including developing Action Plan for the criteria not achieved.

-      Promote and participate with PPHD, MoPH and GCMU mission in joint monitoring from the Regional hospital.

-      Provide support to the hospital management team for quality implementation of hospital care.

-      Support the management of the hospital and NGO to draft TORs for HCB and other forums and committees required to be established at the hospital.

-      Support and mentor the hospital management about performance requirements under the EPHS, National Hospital Standards and other relevant external benchmarks.

-      Act as a resource to provide models of best possible practices for hospital management through research, training, document translation and any other means as needed.

-      Participate in and sometimes leading quality assurance and performance improvement activities including the hospital standards assessment, cause analysis, action planning and effective monitoring and supervision.

-      Facilitate networking between leadership of different hospitals and national level for the purpose of sharing experiences, best practices, lesson learns and increasing morale.

-      Collect statistical data as needed for the purposes of monitoring hospital performance and providing effective feedback and remedial action recommendation to the hospital management.

-      To take active part in relevant meetings at provincial and Kabul level

-      Provide on the job training on ward management to head nurses and chiefs

-      Any other duties, as requested by the Hospital Management team and NGO.

-      Review and finalize the donor report before submission

 

The critical output for this position would be:

-      Development and implement Hospital management procedures where hospital autonomy, hospital management team functions is elaborated as Guideline.

-      Development strategy and implement Emergency department management with it is linkages to relevant department such as Internal medicine, paediatric and surgical wards.

-      Development and implement Pharmacy management system for Regional Hospital.

-      Developing or adopting Treatment guidelines and protocols from WHO in areas needed.

-      Developing all others protocols/guidelines as required for the hospital services

-      Developing strategies to meet the hospital standards

-      Strengthening referral system within hospital and from Lower level to Hospital.

-      Clinical skill improvement plan development and its implementation.

-      Implementation of Hospital Standards

-      Develop proposal for small additional projects needed for hospital

-      Develop questionnaires and conduct survey required for the hospital such as patient satisfaction survey, drug use evaluation and other relevant studies.

 

 

Profile

Skills, knowledge and expertise Essential Qualification:

-      Medical degree from a recognized university with experience in Hospital Management and reproductive health.

-      Master Degree in Hospital Management

-      Demonstrated understanding of hospital management issues and an ability to lead and train others in the related responsibilities of hospital management.

-      Having at least 5 years’ Experience working in developing countries.

-      Good computer skills and experienced in reporting.

-      Good command of English.

-      Good communication skills and diplomatic.

-      Knowledge and experience with community awareness and mobilization.

-      Willingness to travel between Jalalabad and Kabul and locations in the province if security permits.

The candidates will have preference by having following qualification in addition to above mentioned

-      Experience in Afghan hospitals or similar ones as a Public Health Advisor or hospital director.

-      Experience working with public sector institutions and/or NGOs at various levels in the health sector in Afghanistan.

-      Background and cultural appropriate familiarity from the communities and province to be served are preferred.
