CARE is seeking a Sr. Technical Advisor - Monitoring, Evaluation and Learning (MEL) who will be responsible for leading the successful implementation of the MEL plans for the Tipping Point project, which focuses on child marriage programming in Nepal and Bangladesh, and US government and global advocacy strategies in the US. The Sr. Advisor will provide technical leadership and support to the country teams and the US team in the capacity building for and implementation of MEL activities of the project.  The incumbent will work closely with the different Tipping Point project teams across countries to facilitate contribution to innovation and learning across CARE USA and CARE globally as well as in external child marriage and MEL forums. S/he will ensure, in partnership with the Tipping Point project team, that the project contributes to CARE's broader goals to advance gender equality and reduce poverty.  Specifically, the Sr. Advisor will support the Tipping Point project in implementing its’ learning focused Outcome Mapping monitoring system along with multiple mixed methods evaluation activities to ensure the development of a rich and comprehensive narrative of the project's strategies and innovations, and the contribution of those strategies to changes in the lives of adolescent girls and community norms.

Responsibilities:
•Overall technical oversight and support for high quality implementation of MEL activities of the Tipping Point project which includes: supporting country teams in the implementation of overall Outcome Mapping monitoring and learning systems; leading the design of mixed methods evaluation activities in partnership with external experts; supporting the overall technical excellence of the project strategy implementation; coordinating cross learning opportunities across teams and externally; and supporting the development of the project’s electronic database.
•Support the knowledge generation and management of the data being generated across the Tipping Point project for internal and external audiences. This involves ongoing analyses and synthesis of data and learning to inform programming and broader advocacy efforts; writing of briefs, blogs, and other forms of documentation for broader influence; facilitating learning workshops and processes across teams.
•Gender and Empowerment team membership
•Perform other duties as assigned

Qualifications:
•Advanced Degree (Masters or PhD preferred) in International Development, Program Evaluation, Women's Studies, Public Health, Economic Development, Agriculture, Anthropology, Sociology, Social Science or other relevant field;
•5-10 years’ experience in international development programming, or related field;
•Background/qualifications/trainings in monitoring, evaluation, and social science research design and methodologies;
•Robust knowledge of M&E methodologies and approaches that promote learning and social change; participatory research and evaluation designs; monitoring and evaluation approaches that are responsive to complex social change programming e.g. outcome mapping, sense maker, outcome harvesting;
•Training in qualitative and quantitative data management, and analyses;
•Experience and sound understanding of gender transformative approaches to development;
•Demonstrated ability to collaborate with diverse teams and effectively communicate  sensitive topics;
•Experience in setting up of effective knowledge management systems/ processes;
•Extensive demonstrated conceptual and practical knowledge of gender issues, focusing on underlying causes of gender inequality; sexuality; and practice in promoting girls' women's leadership and empowerment, and behavioral and social change processes for addressing harmful gender norms;
•Demonstrated ability in speaking in external forums and with donors;
•Advanced written communications skills;
•Fluent English and working knowledge of  Nepali, Hindi, and or Bangla are a plus
