Contract length: Fixed term- 2years

The role:

The role holder is a key member of the Program Implementation health senior management team. The post holder will provide technical, managerial oversight and support to all 3MDG program implementation, ensuring a consistent and integrated approach to programming in all Save the Children townships. S/he will provide daily supervision to Project Managers based in Yangon and technical supervision to field Project Managers. The post holder will be the primary contact for 3MDG on program implementation.

The role holder ensures that all 3MDG projects are implemented in line with agreed plans, that projects are effectively and consistently implemented and that Project Managers and their teams are responsive to changing internal and external factors. The COP ensures that projects have appropriate M&E plans that link to the programme wide Monitoring, Evaluation, Accountability and Learning (MEAL) system and that experience and learning from the delivery of projects is shared across 3MDG townships, contributes to advocacy work and informs project and program design. The COP also ensures that project reports and publications, including Save the Children Member and donor reports, are prepared to a high quality and submitted on time in line with agreed deadlines. Critically, the COP works closely with project field teams to identify the need for technical assistance to staff and partners and works with PDQ technical advisors to design and provide technical assistance and training.

QUALIFICATIONS AND EXPERIENCE

Essential

  • University degree in medicine, nursing or public health
  • 7 years’ experience in development/humanitarian programming in the health sector, of which at least 3 years’ experience in managing more than one development/humanitarian project
  • Understanding of 3MDG programming in Myanmar
  • Proven experience in effective programme planning and strategic management, monitoring and evaluation, project development and report writing;
  • Experience developing and supporting teams, including the ability to lead, motivate and build capacity
  • Strong ability to work in a participatory way, strong facilitation skills, and strong ability for true and empowering delegation
  • Ability to analyse health information, evaluate options and to think and plan strategically.
  • Experience and demonstrated strong knowledge of effective financial and budgetary control and of managing grants
  • Ability to, and experience of, delivering training in the health sector.
  • An in-depth understanding of national and international development issues related to health sector programmes
  • Results focused and ability to develop and drive innovative programmatic and operational solutions
  • Experience working on community-driven projects, supporting community structures and leaders to implement projects.
  • Demonstrated skills, experience, and knowledge of: community development; working with children and on children’s issues; and working in partnership with other organisations
  • Excellent interpersonal, communication and presentation skills.
  • Fluency in written and spoken English
  • Commitment to and understanding of Save the Children’s aims, values and principles.
  • Ability and willingness to travel domestically and internationally when required.
  • Experience working in Myanmar and understanding of Township health structures and planning preferred.
