The role:                                               The purpose of the Gender Adviser position is to ensure the effective promotion of gender equality and non-discrimination on the basis of gender across all Oxfam programmes. This will be done by working with all Oxfam teams, our partners, networks and beneficiaries and other stakeholders by facilitating coordinating, training and advocating on women’s rights and gender issues.

KEY RESPONSIBILITIES:

  • Identify and analyze gender issues across all programmes and developing strategies for gender equality programming in both developmental and the humanitarian programmes and build the capacity of Oxfam and partner staff to do the above.
  • Provide technical support on gender issues to all programmes and partners, contextualise and make complex technical information accessible and useable by non-specialists.
  • Actively develop networks and partnerships with internal and external actors (including CBO, NGO, INGO, UN, Gender Equality Network etc.) as well as representation and coordination at national and to some extent regional/ state level.
  • Facilitating and supporting the integration of gender perspectives in the overall strategic planning, needs assessments and programming of various sectors.
  • Support the country leadership and management team’s advocacy activities with Government and donors on gender equality and women’s rights
  • Ensuring quality inclusion of these issues in all proposals, identifying how to build evidence of change for shared learning.
  • Supporting the collection and analysis of sex- and age-disaggregated data and work with the Programme Quality Team in assisting sectoral teams in setting up or adapting existing monitoring systems to monitor the progress in gender mainstreaming
  • Providing on-going mentoring to the gender specific positions and convene a gender group for cross learning and sharing, capacity building and joint activities such as exchange visits and programmes

SKILLS AND COMPETENCE:

  • Higher education in social sciences, women and gender studies, or related humanities field with a focus on gender equality and women`s rights/empowerment.
  • Minimum 5 years of progressively responsible experience in women-specific and gender issues, gender planning, gender analysis, gender mainstreaming and promotion of gender equality at national and regional levels, including in the critical area of conflict recovery;
  • Knowledge and expertise relating to integrating gender equality considerations into humanitarian, recovery, return, resettlement policies and programs.
  • Knowledge of and working experience of protection issues
  • Experience in working with government, donors, and civil society.
  • Experience in capacity assessment, identifying issues and planning capacity building processes.
  • Excellent communication and interpersonal skills with the ability to communicate complex information to a wide range of audiences.
  • Ability to travel extensively including to remote area.
  • Proven track record on working with policy makers and legislatures.
