The role

The Health Manager will be accountable for effective implementation of the area health programme, ensuring the provision of quality health services to the affected population. He/She will be expected to provide to the health team both remote support and direct supervision through regular visits to all sites/field offices. The Health Manager will provide both technical guidance as well as overall project management, and will be expected to lead on sectoral assessment, programme design and budgeting as well as proposal development. The Health Manager will be expected to mentor and capacity building existing country programme staff and partner staff (local implementing partners, Ministry of Health staff etc).

The role is an unaccompanied position for a period of 24 months and is based in Hodeida.

Qualifications and experience

Required

  • Advanced degree or equivalent (Medical Doctor) preferred; or education to Masters level in Public Health, or a related subject
  • Strong familiarity with international guiding principles and best practices of health programming in crisis settings; for example: MISP, IASC, Sphere
  • At least 3 years of management experience in emergency or fragile state health programmes
  • Previous experience of health project management and programme coordination, implementing health programmes within donor constraints, on time and within budget
  • Experience of and commitment to working through systems of community participation and accountability; demonstrated monitoring and evaluation skills
  • Proven capacity to supervise, train and coach staff in health technical skills
  • Ability to write clear and well-argued assessment and project reports in English
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support

Desirable

  • Language skills in Arabic
  • Experience or knowledge of working and living in relevant regions/contexts
  • Specific experience of designing and managing OFDA and other major donor projects

Working Conditions

Position will be based in an area office with frequent travel to other field sites; the role requires unusual work hours and often working in stressful and insecure environments
