For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

The occupation in the West Bank and the blockade of Gaza has provoked a long-lasting protection crisis with humanitarian consequences notably in terms of access to health, water, education and livelihood opportunities, which in turn is increasing economic and social despair among Palestinians. The Gaza blockade continues for the seventh year to impact the lives and livelihoods of all Gazans, driving many of them deeper into poverty and unemployment. Around 80% of the 1.8 million populations rely on external assistance. The West Bank is home to 2.65 million Palestinians. Many are facing an ever growing pressure in terms of movement and access restrictions, demolition of houses and livelihood assets, forced transfer as well as settlers.
MdM’s projects in Palestine are adapted to the special context of chronic crisis in quite well developed areas. Indeed, in West Bank and in Gaza strip, we are developing emergency project to be prepared and to be able to respond to the impact of the ongoing conflict (war context in Gaza, settlers’ violence in West Bank). In parallel and complementarily, we are working on long term project: Mental health in Nablus, and soon, SHR in Gaza.

MdM has been in Gaza since 2002 and implemented long-term programmes with a view to improving the quality of health care services that benefits Gaza strip’s population and contributed to limit the impact of the conflict on their health.

On July 8th, 2014 Israel launched the military operation Protective Edge targeting Hamas in Gaza, while rockets are shot by Hamas from this territory to Israel. The cycle of violence escalated leading to a land operation by Israel that started on July 17th. Negotiations for a long term truce and for peace are still in process.
MdM is now implementing an emergency response at primary health care level. This response aims at supporting the MoH in re-establishing Primary Health Care access in the most affected areas of the Gaza strip where the PHCC have been partially or totally destroyed.

TASKS AND RESPONSIBILITIES:

The medical coordinator is in charge of the implementation, follow-up and supervision of the different medical activities in Palestine in close consultation with the General Coordinator, mostly to implement the emergency response in the Gaza strip.

The Medical Coordinator will:

  • Monitoring of the health situation; update and adaption the emergency strategy according to the needs. 
  • Manage all activities provided by MdM France and partners, and supervise the activities are adapted to MdM/Country standards. 
  • Technically supervise, train and coach medical team. 
  • Coordinate with other health actors opportunities of cooperation/collaboration to cover need gaps 
  • Liase with other health agencies and providers to ensure continuity of care for the patients referred from MdM clinic 
  • Ensure the monitoring of activities and results through the data collection, indicators, Monitool, Morbidity chartPharmacy Checklist. 
  • Review list of essential drugs and adapted to standards and changes on potential new morbidities detected in field. 
  • Represent MdM towards health and local authorities and national/international health partners 
  • Active participation in the elaboration of MdM Country strategy and emergency and post crisis response: need assessment, surveys, proposal, re-direction of medical activities, definition of the HR set-up needed. 
  • Participate to the emergency preparedness through the review of the contingency plans. 

Under the direct supervision of General Coordinator – Palestine the Medical Coordinator is responsible of harmonization of Medical Program in Palestine and collaborate with the Medical Advisor at the Headquarters.

More specifically, you will:

1 - Program Management

  • Coordinate and supervise the implementation of MdM and partners program activities with the field coordinator and the Gaza team. 
  • Participate in the development of the general strategy for MdM activities, with the General Coordinator and the team 
  • Participate in the elaboration of new project proposition 
  • Ensure different components of the program are consistent and in link with population needs 
  • React to any change by adapting the program if necessary (outbreaks, new needs arising, opening of new programs, and influx of returnees, others) 
  • Implement medical activities (capacity building for the Central drugstore of the MoH, mobile clinic, emergency clinics, training of doctors on MdM/international standards, capacity building on reporting and others, pharmacy management, etc..) 
  • Develop the analysis of the medical data and monitors on a regular basis the different components of the program and set up corrective measures in case of need. 

2 - Team management

  • Participate and provide technical inputs for the recruitment/selection and training needs of national medical staff (when required), that should be validated by the Administrative department. 
  • Emphasize on capacity building of the national medical team especially 

3 - Coordination with NGOs, international organizations & local associations

  • Participate to the different medical and coordination meetings 
  • Ensure coordination with medical partners & with other partners when needed 
  • Evaluate the needs and request of the partners 

4 - Management of medical stock and logistic chain for medical purchase

  • Ensure medical facilities have the needed equipment, material & drugs to implement their activities 
  • Supervise the medical purchase process that is validated by the Administrative Coordinator. 
  • Ensure the supervision of the store keeper/pharmacist, and of the pharmacy (consumptions, orders & inventory) in link with logistic team 
  • Cooperate with the administration team regarding budgeting related to medical purchases. 

5 - Relationship with the Head Quarters-Development Desk

  • Follow-up medical issues and shares information with the team and HQ (desk and Medical Advisor ) 
  • Write medical monthly reports & contributes to weekly updates 
  • Participate in the writing of donors activity reports

CONDITIONS OF EMPLOYMENT:

  • Starting: ASAP 
  • Duration: 3 to 6 months 
  • Contract : EMPLOYEE (French contract) 
  • Short term contract 

SKILLS AND EXPERIENCE NEEDED:

Skills required:

  • Medical Doctor with Master in Public Health. Proven experience in similar position. 
  • Knowledge of epidemiology/data management 
  • Proven experience in the middle east/Muslim context 
  • Experience in outbreak management and emergency response, surveillance system 
  • Experience in negotiations with local authorities, partners and staff in a critical and stressful context 
  • Experience in capacity building & in working with national and international medical staff 
  • Capacity to work in an constant changing environment with standards 
  • Capacity to create relationships with the communities 
  • Ability to handle multiple tasks at once and conflicting priorities 
  • Ability to take effective decisions according to the context 
  • Ability to manage a team 

Personal skills required:
