Project Coordinator

HealthNet TPO aims to include and build the capacity of Sudanese organisations, communities and authorities.For our project in Wau State (formerly Western Bahr El Ghazal) South Sudan, HealthNet TPO is looking for a Project Coordinator who will lead and manage the implementation of a Local Governance and Service Delivery Project (LGSDP) to strengthen the engagement of communities in local development activities.

Your project:
The project has three main objectives.

Strengthen the engagement of communities in the planning of local development activities, with a particular focus on an inclusive approach for vulnerable social groups (including women, youth, disabled, displaced, returnees, and minority ethnic groups). Secondly to strengthen community involvement in the management and oversight of subproject implementation. Lastly to increase the capacity of county governments in participatory local-level planning, implementation and accountability processes. An important aspect is the development of networks at different levels of society in order to create a system of coordination, collaboration and referral between stakeholders which have their own action radius, responsibilities and capabilities.

This project will be funded by the World Bank through the South Sudan Ministry of Finance and Economic Planning (MoFEP) and the Local Government Board (LGB).

Your responsibilities and tasks:
To provide leadership and manage the project Your main tasks are:

  • Coordinate project implementation with Local Governance and Service Delivery Project (LGSDP) Project Management Unit (PMU), State Project Coordination and Support Offices (SPCSO’s), and the Country Administration. Support the PMU with adequate information dissemination.
  • Lead in project planning, reporting and monitoring: a) ensure quarterly and annual planning, b) ensure quality reporting, monthly, quarterly, annual and final reporting, c) ensure monitoring and evaluation of Project activities using LGSDP Monitoring and Management Information System, Supported by Project Officers
  • Liaise with relevant stakeholders within the LGSDP, and establish relationships with relevant stakeholders at County, State and National levels
  • Provide technical support to State ministries of local government to facilitate the payam and Boma selection processes
  • Plan project activities against outputs and budgets. This includes being responsible for operational and financial planning, as well as human resources and logistics

Management of project staff, ensure staff development and facilitate good working relationships within the team

You have/ are: 

  • Community development professional with a Masters degree in Social science, Master in Community Development or International development or related field;
  • A minimum of 5 years’ experience and proven skills in all aspects of Project Management including the utilization of tools such as logical framework, PCM, M&E framework and theory of change;
  • Knowledge and experience managing programmes in fragile countries, preference is given to previous experience in South Sudan;
  • Experience with community driven development programs.
  • Leadership skills able to motive and guide a culturally diverse team;
  • Proven problem solving and organizational skills, flexible and calm in a challenging environment;
  • Excellent interpersonal communication skills with Local Government authorities and community officials.
  • Computer skills including. MS Word, Excel, Access, Outlook and PowerPoint.
  • Fluency in written and spoken English;
  • Knowledge of spoken Arabic and local languages is an advantage.
  • Good team-player, able to listen and motivate;
  • Able to work with minimum supervision and be pro-active;
  • Able to work under duress, occasional flexibility in terms of working hours;
  • Prepared to live and work in remote environment

  • Position is based in Wau Municipality with frequent travel to field locations.
