The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. With programs and partners in 70 countries, the American Red Cross working to strengthen the global Red Cross Red Crescent Network in order to deliver critical assistance to some of the most vulnerable communities in the world, reaching 100 million people annually.

SUMMARY:

In response to Typhoon Haiyan (locally known as Yolanda), which made landfall on November 8th 2013, the American Red Cross is seeking an experienced M&E Delegate to work with our partner, the Philippine Red Cross (PRC), in the recovery operation. The Typhoon Haiyan recovery operation aims to build community resilience through an integrated approach under a disaster risk reduction framework that includes primarily shelter and livelihoods options, linked to water, sanitation and hygiene and health strategies using community mobilization while strengthening the Philippine Red Cross at NHQ and Chapter level.

The M&E Delegate is responsible for developing monitoring and evaluation systems for the PRC/American Red Cross Haiyan Recovery programming that are relevant and appropriate to the Philippines context. The M&E delegate will build systems that can be implemented by the PRC local team.  The delegate will help build the capacity of the national team while ensuring accountability to both donors and beneficiaries for the resources raised through a comprehensive and participatory M&E system.  . The delegate will work closely with the GIS advisor and local staff to ensure systems are complementary and seamless.   The M&E Delegate will also oversee the reporting system – ensuring ARC reports to HQ and PRC are completed on time and in a quality way; the M&E delegate will also help build the capacity of the PRC national staff in M&E and Reporting.  The Delegate will report directly to the Head of Programs and work collaboratively with other ARC delegates such as Shelter & Settlements, Water & Sanitation and Livelihoods. This position will be based in Tacloban City, Philippines.

This is a full time position for a minimum of 366 days with the possibility of extension.  This is an unaccompanied posting.

RESPONSIBILITIES:

The M&E Delegate‘s responsibilities include but are not limited to:
• Develop and operationalize an M&E plan for the PRC/ARC Leyte Program based on the program logframe
• Develop and execute with GIS support the baseline for the program
• Develop and operationalize the Accountability Framework
• Help build the capacity of Partners funded under the program including the Spanish Red Cross and German Red Cross
• Plan and manage external evaluation with support from the Regional Q&L Advisor or HQ Q&L unit as appropriate
• Support quarterly or 6-month program reviews by senior management of PRC and ARC Philippines. 
• Build capacity of PRC national staff in M&E, quality assurance and reporting 
• With the support of national staff and delegates as needed, produce monthly and quarterly reports following ARC templates; support national staff to produce weekly and monthly reports following PRC templates
• In coordination with American Red Cross National Headquarters Quality and Learning Unit, ensure effective implementation and management of monitoring and evaluation systems.
• Contribute to the development of PRC monitoring and evaluation and data systems management capacity, procedures, tools, associated methodologies and key documents to ensure standardization in evaluation and reporting practices.
• Document and promote good practices, knowledge management and institutional learning around monitoring and evaluation approaches and incorporate lessons learned, best practices and technical innovation in plans and project designs.
• Closely monitor and communicate technical program performance and advise senior leadership on technical issues that could adversely impact American Red Cross programming.
• Represent the American Red Cross and develop and maintain relationships with Red Cross and Red Crescent Network partners regarding monitoring and evaluation. 
• Coordinate and ensure timely data collection, analysis and submission of project reports.
• Contribute to the production of materials such as presentations, annual reports, training materials, positions papers, and proposals relevant to the incumbent’s area of expertise. 
• Comply with external donor reporting requirements as necessary.

 

Qualifications:

QUALIFICATIONS:

• Bachelor’s degree required; master’s degree in operations research, quantitative analysis or related field strongly preferred.  
• Minimum of five years of experience in program design and assessment; at least three years working directly in a M&E role required; along with a thorough familiarity with the principles and current approaches to monitoring and evaluation using both quantitative and qualitative methods.
• Demonstrated experience with local partner capacity building/mentoring preferred. 
• Demonstrated ability to adapt and work effectively in dynamic and demanding operational environments.
• Excellent interpersonal skills and the ability to work effectively and in a collegial fashion with people from a wide range of backgrounds and cultures. 
• Ability to prioritize, meet deadlines, and achieve results through collaboration. 
• Excellent written/verbal communication skills. 
• Excellent computer skills, particularly in MS Office, and experience with SPSS, STATA, or other statistical analysis software required.
• Familiarity with the Red Cross and Red Crescent Network highly desirable.
• Fluency in English required; knowledge of Tagalog is highly desirable.
