Under the direction of the Director for Government Relations, the Policy Advocate (PA) analyzes U.S. Government (USG) legislation and Administration policies; contributes to the formulation of CARE’s policy and advocacy positions on humanitarian issues and Gender in Emergencies; and supports the development and implementation of USG advocacy strategies.

The PA works closely with other members of the Government Relations team and coordinates with members of the Global Advocacy and Humanitarian teams to:

  • Support the development and implementation of relevant Cross Departmental Strategies (CDS) and workplans.
  • Work with external coalition partners to support achievement of advocacy goals.
  • Monitor relevant legislation and regulations and keep the Policy and Advocacy Department (PAD) apprised of the status.
  • Provide analysis of relevant federal legislation and Administration policies, draft CARE humanitarian advocacy positions, Congressional testimony, talking points, letters to government officials, advocacy materials and briefs on selected issues.
  • Represents CARE on Capitol Hill, with the Administration, NGO coalition partners, and external groups.
  • Help prepare the CEO and other senior management for meetings on Capitol Hill, with Administration officials, NGO coalitions.
  • Work with PAD, the Humanitarian Team, Communications, CARE Action as well as other relevant departments and technical teams to draft internal and external policy and advocacy communications.
  • Work with CARE Action Executive Director, Director of Citizen Advocacy and Regional Advocacy Managerss to provide support for their engagement in district and their mobilization of citizen advocates.

Responsibilities:

  • Coordination and Development of CARE’s US Policy Positions
  • Development, Implementation, and Coordination of USG Advocacy Strategies
  • Works with relevant coalitions.
  • Provides Internal and External Communications on Humanitarian Policy
  • Serve as liaison between Policy and Advocacy Department and the Humanitarian Department
  • Perform other duties as assigned

Qualifications:

  • Required: Bachelor’s Degree
  • 3 years substantive legislative/congressional similar experience or
  • 3 years international development experience
  • Demonstrated ability to implement advocacy strategies within the USG and/or international contexts
  • Solid background and knowledge of legislative environment on Capitol Hill and related Executive branch departments
  • Knowledge and understanding of issues surrounding international humanitarian assistance policy and programs as well as its accompanying budget and appropriations processes
  • Strong Interpersonal skills
  • Excellent organizational, written and oral skills
  • Sound computer knowledge and skills
