REQUIRED COMPETENCIES
Degree in Economics, Business Studies, Accounting (or High School Diploma with 5 years of experience in accounting)

Minimum 1 year experience in a developing country as administrator and or finance manager

Experience in Administrative and accounting procedures

Knowledge of ECHO administrative and procurement procedures

Experience in supervising and collaborating with multi-cultural staff

Strong leadership, supervisory and people skills as well as experience with NGO procedures, approaches, and operations

Good communication skills

Strong computer skills including Microsoft Word, Excel, Outlook

Fluency in English and Italian (written and spoken)

DESIRABLE COMPETENCIES
Experience in working in complex and insecure settings

Creativity and capacity to think out-of-the-box

WORK CONTEXT
Cesvi has been active in Afghanistan since 2002, implementing community development, rural reconstruction, skills building and health programs.
Cesvi works in cooperation with the local communities to improve their livelihood, with particular focus on the most vulnerable groups, such as returnees, IDPs, landless labourers and female-headed households. Since 2009 our interventions are focused on Herat Province, with the financial support of the Italian Cooperation., and in close collaboration with local and national Authorities. The two main sectors are income generating activities and support to the DRR sector.
Since 2014 Cesvi started operations in favour of childhood and schools.

Cesvi has been selected by the Italian MFA to implement two projects: one (on going) in collaboration with Intersos is focusing on DRR in schools (including building rehabilitation), and a second project focusing on education and child rights to education. The project is collaboration with the Education Dept of Herat and the University of Herat.
The S.O. is to increase the quality and the access to better school services in Herat province. The expected results foreseen are:
• Increased capacities of the teachers on child rights
• Local communities are fully aware of the importance of child education
• Structural rehabilitation of 18 schools in the district

JOB DESCRIPTION
The collaboration will start in February 2015.
The incumbent will based mainly in Herat. Please note that short missions countrywide, for project identification, monitoring missions and stakeholders relations, could be requested.

The Administrator will be responsible for the coordination of the finance and administrative processes of the ongoing project and the overall Cesvi mission within the country, ensuring that the Organization’s procedures and regulations are accomplished (Security Manual, Overseas Offices Administration Manual, Logistics Manual, Visibility and Communication Manual).
In details:
- plan, supervise and deliver all project and program related administrative functions: accounting, budgeting, procurement, financial reporting and monitoring
- prepare timely any financial reports requested by the HQ or the Donor, in close collaboration with the HQ accountant
- ensure an adequate reporting to the Country Representative/Desk Officer, as regard to the management/control of financial flows of the various projects, constantly monitoring expenses and cash flow (final balance and budget analysis)
- manage all the issues related to the local labour policies and laws in close collaboration with the Logistician and the CR, support and prepare documentation for audit and M&E.
- support the logistic office in procurements and purchase procedures
- supervise the administrative team (both in Herat and Kabul) in order to ensure a smooth implementation
- support the Programme team in develop new projects (budget related issues)
- represent Cesvi vis-à-vis Donors on financial and administrative aspects.


The Admin for all his/her tasks reports directly to the Asia Desk Officer (HQ) and works in close coordination and collaboration with Cesvi staff in the country or region.
