The role

In recognition of the increased use of cash transfers in SC’s humanitarian responses, and in order to promote multi-sector cash transfer programmes (CTPs), Save the Children Syria has decided to build its capacity to support the operational delivery of cash transfers. This specialism sits outside of any technical sector and is intended to support the implementation of CTPs from the initial feasibility and risk assessment stage, to the selection and implementation of a delivery mechanism and distribution process. This role has an operational rather than programmatic focus and is designed to support technical programme managers and coordinators to help meet programmatic objectives through cash transfers.

As the Cash Operations Manager will be expected to advise on all aspects of setting up and/or managing all operational areas of cash transfer programming, including budget development and management, agency coordination and representation, security, logistics, and compliance with, and development of, internal policies and procedures. The post holder is expected to lead the development of the relationships, tools and technology to support the effective delivery of cash based programming and to ensure appropriate training is available to staff and partners.

this role will be based in Antakya.




Qualifications and experience

Essential

  • 3-5 years of relevant overseas experience, including emergency response experience
  • Education: MA / MSc level or equivalent field programmatic, finance or logistics experience
  • Technical and management experience implementing cash transfer, cash for work or cash voucher programmes
  • Familiarity with donor compliance in relation to CTP (ideally with ECHO, DFID, and USAID)
  • Experience managing donor funded programmes and grants
  • Experience of working in insecure environments and adapting internal processes to mitigate security risks
  • Experience in the introduction of internal controls systems to support CTP delivery in the areas of financial management, logistics, security and programme delivery in line with global and donor policies/compliance
  • Experience facilitating workshops and technical trainings
  • Demonstrated ability to work across sectors and support departments
  • Previous representation experience with key stakeholders and co-ordination with other NGOs/UN
  • Demonstrable understanding of monitoring and evaluation, beneficiary accountability and a dedicated approach to internal review and learning
  • Good attention to detail and problem solving skills, creativity and flexibility
  • Strong communication (written and spoken) skills in English
  • Good interpersonal skills with experience managing multicultural teams

Desirable

  • Arabic language skills
  • Skills in market assessment and analysis
  • Prior experience with digital data collection systems
  • Previous experience working with local implementing partners
  • Experience implementing CTP in a remote management context
