For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

Since 15th of March 2011, following the demonstrations in Dera’a and then in the major cities of Syria, the situation has been worsening.
The conflict between the Syrian army and opposition resulted in the death and casualties of thousands of people, massive displacements of populations within the country and into neighbouring countries.

MdM strategy to support Syrian population is based on a regional approach around 3 main axes:

  • Support to refugee populations: Primary, sexual and reproductive and post-operative health care for Syrian refugees in neighboring countries through MdM clinics and support to Local organizations. 
  • Support to existing health facilities inside Syria: Emergency medical assistance to Syrian population inside Syria through the support of networks of Syrian doctors or existing health facilities. 
  • Support to displaced populations in Northern Syria: Primary and sexual and reproductive health services for internal displaced populations (in camps located in northern Syria) through MdM Clinics. 

MdM currently employs more than 180 staff working in 4 countries including 25 expatriate staff.

TASKS AND RESPONSIBILITIES:

The Regional Finance Coordinator works under the hierarchical responsibility of the Regional Representative and has a functional link with the Finance Officer in HQ. S/he has a functional links with the administrative coordinators of each missions (Lebanon, Turkey and Jordan).

The Regional Finance Coordinator is responsible for the financial follow-up of Syria, Turkey, Jordan, Lebanon missions:

1 - Funding & donors

  • Supports the administrative coordinators in the elaboration of budget proposals, requests for amendments and intermediary/final reports for the donors. 
  • Check the financial part of the documents cited above. Ensures the compiling in case of a donor contracts covering several countries between Syria/Turkey/Jordan/Lebanon. 
  • Ensures appropriate follow-up of the current funding plan, as well as MdM commitments to donors. 
  • Ensures the donor’s related documents are filed and that requirements are respected (ie on use of assets, on financial constraints, etc.) 

2 - Finance

  • Is responsible for the compiling of the accounting from the Lebanon, Jordan and Turkey Finance mission. 
  • Accountancy (use of SAGA): checks the donors imputation in SAGA and ensures the deadlines for sending to HQ are respected. 
  • Checks the cash request sent by the country missions 
  • Budget 
  • a Works closely with the administrative coordinators to elaborate the budget for new projects, for the annual budget exercise and for the mid-year revised budget exercise; 
  • b Assists the administrative coordinator in preparing and analysing a monthly budget follow-up for the mission’s annual budgets and per donor for each country. Checks and analyses it with the different administrative coordinators and with HQ; 
  • c Ensures the compiling and the follow-up of budget for cross-border activities (from Turkey, Jordan and Lebanon). 

3 - Technical support to field

  • Carries out field visits to audit the missions and identify needs. 
  • Organises trainings if needed. 
  • Checks the quality and eligibility of the receipts in general and in particular those given by the partners supported by MDM. 
  • Assists the finance team in preparing donors auditing / prepares it directly for the cross-border activities. 

4 - Cross-border activities

  • Is the focal point for all financial matters concerning cross-border activities, in link with the Regional Program Manager. 
  • Validates purchase orders and financial transfer related to cross-border activities. Shares information of payment with the field so that they make the payment. 

This list of activities is not exhaustive and may change depending on the situation.

CONDITIONS OF EMPLOYMENT:

  • Starting: 01/10/2014 
  • Duration: 12 months 
  • Contract : EMPLOYEE (French contract) 
  • Short term contract 
  • Position based in Amman with frequent trips to Turkey and Lebanon 

SKILLS AND EXPERIENCE NEEDED:

  • Significative experience in a similar position in an NGO. 
  • Reactivity, anticipation, adaptability and capacity to take initiatives to changing requirements. 
  • Good personal organizational skills, rigor, including time management, and ability to meet deadlines as well as working under pressure. 
  • Listening and diplomacy skills. 
  • Experience in management of multi projects budgets. 
  • Knowledge of Saga. 
  • Good computer skills (Excel). 
  • Team spirit. 
  • Experience of work in a Muslim/Middle East country is appreciable. 
  • Patience. 
  • Experience in humanitarian and development context highly appreciated. 
  • Ability to work in a multi-cultural setting. 

Languages:

  • Fluent English (oral and written) mandatory 
  • Arab is an asset
