DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION 

ARC implements a multisectoral program that includes water and sanitation, health care, and gender based violence (GBV) prevention and response, as well as activities geared towards creating economic opportunities for IDPs returnees and host populations. ARC has program activities in Central and Eastern Equatoria, and Northern Bar el Ghazal.


PRIMARY PURPOSE OF THE POSITION 

The purpose of the WASH Program Manager, Cholera Response position is to manage the ARC emergency response program in Magwi and/ or Kapoeta South counties, and as necessary at other sites in East Equatoria State in South Sudan. Under supervision of the WASH Coordinator South Sudan, the WASH Program Manager will:

  • Lead, manage and monitor the work of the designated rapid response team consisting of a WASH engineer, a sanitation technician and a water technician (national)
  • Conduct assessments of the condition of water and sanitation infrastructure, solid waste management practices, condition of drainage, and overall hygiene awareness;
  • Design activities that will address the potential sources of disease; contain or eliminate these sources and prevent further transmission and outbreaks, all in accordance with the assessment findings, and based on the guidance of the ARC WASH coordinator and in coordination with the other actors and stakeholders to
  • Coordinate and support the training of the Home Health Promoters (HHPs) conducted by the Hygiene Promotion Trainers deployed by ARC in their AORs
  • Coordinate the hygiene promotion activities of the HHPs
  • Ensure rapid procurement of the program materials and / or their delivery to sites from the WASH cluster pipeline of the NFIs and other materials.
  • Manage NFI distributions and infrastructure repairs in coordination with WASH cluster members in East Equatoria, as well as with the government and local partners
  • Manage positioning and construction of the Oral Rehydration treatment units and / or upgrades of the public health institutions to ensure functionality of their Cholera Treatment Units (CTCs)
  • Manage the budget of the sections of the program at the county level in coordination with other teams and under supervision of the ARC WASH Coordinator


MAJOR AREAS OF ACCOUNTABILITY 
PRIMARY DUTIES/RESPONSIBILITIES % OF TIME

Program Management and Coordination 90%

  • Collaboration and planning with government officials and other actors at county level towards meeting the water and sanitation imperatives to contain and stop the outbreaks
  • Procurement of NFIs and other materials in collaboration with the WASH coordinator and the operations unit in Juba
  • Plan and coordinate water testing for coli forms and FRC by water technicians and HHPs
  • Plan distribution of point-of-use water treatment, jerry cans and soap (NFI kits) coming from the WASH cluster pipeline
  • Implement emergency chlorination/ flushing of wells as needed
  • Management of the small water supply infrastructure repairs, repair/ construction of the sanitation and waste disposal facilities
  • Management of the hygiene promotion and disease control activities implemented by ARC HHPs, other WASH team members implemented in communities and in health institutions
  • Construction of ORS treatment units, improvement at local health institutions to ensure functionality of CTCs, including separate latrines and waste disposal/ incineration
  • Consistent budget monitoring and WASH program spending forecasts for finance unit


Other 10%

  • Develop project proposals in collaboration with the WASH Coordinator and SMT (as needed)
  • Ensure the timely submission of technical and activity reports from partners and field personnel
  • Any other duties as assigned by the supervisor.


EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
 

  • Public Health, Water/ Sanitation Engineering, or related university degree.
  • Minimum three years experience in managing and implementing integrated WASH programs, and specifically cholera response in complex crises and remote locations.
  • Strong personnel and program management skills, including the solid organizational, interpersonal, and communication skills
  • Familiarity with private, US government, UN and multi-lateral programs and donors
  • Familiarity or experience with SPHERE and other professional standards
