We are looking for a highly qualified and ambitious Programme Manager to lead and further develop DRC’s program in Rakhine State, Myanmar.

Who are we?

DRC has been operating in Myanmar since 2009 and currently supports operations in three different States. The overall programme objective is the promotion and protection of durable solutions for vulnerable populations including disaster-affected people, IDPs and returnees in Rakhine State, Kachin State and the Southeast (SE) of Myanmar based on humanitarian and protection principles and human rights.

In Rakhine State, DRC has a well-established presence where it initially provided emergency assistance to communities affected by cyclone Giri. Following the June and October 2012 violence, around 140,000 people are displaced, including 110,000 people in planned camps mainly in Sittwe as well as in other affected areas in rural townships. Another 100,000 people in host/surrounding villages are affected due to depleted resources, restrictions on freedom of movement and lack of access to basic services. DRC will continue its programme in Rakhine which focuses on protection, child protection, livelihoods support and recovery activities, camp management, shelter, WASH and disaster risk reduction. Furthermore, longer-term support to local authorities in strengthening community-driven safety and reconciliation processes and other types of support are envisioned.

DRC/DDG Myanmar currently employs over 100 national and 13 international staff and operates from five operational offices. DRC’s main office is in Yangon; the main donors of DRC in Myanmar are DANIDA, Sida, ECHO, UNHCR and UNICEF.

The Rakhine operation is currently run from an office in Sittwe and employs 6 international staff and around 100 national staff and volunteers. DRC’s activities in Rakhine are funded by ECHO, DANIDA, UNHCR, UNICEF, private donations and through DRC’s own funds.

About the job

The Programme Manager is overall responsible for DRC’s activities in Rakhine. Rakhine is considered a particularly complex environment to operate in and the Programme Manager is hence expected to be able to balance expectations for visible external representation with internal programme coherency and operational compliance with DRC’s policies and regulations including DRC’s accountability obligations vis-a-vis the Humanitarian Accountability Partnership (HAP).

Duties and Responsibilities

  • Manage, supervise and monitor the timely implementation of DRC’s activities in Rakhine either directly or through local partners;
  • Supervise the work of all DRC staff and ensure that office matters, incl. admin/finance, procurement and logistics, are in compliance with DRC’s policies;
  • Lead the development of new programme initiatives (e.g. bottom-up community safety programs) and funding opportunities for activities in Rakhine;
  • Maintain good and constructive relations with authorities and key stakeholders in Rakhine State and secure timely coordination;
  • Ensure DRC’s active engagement in local level co-ordination on Protection, Child Protection, CCCM/Shelter maintenance, WASH and livelihoods;
  • Share regular humanitarian and situational updates with DRC’s country office in Yangon;
  • In close coordination with DRC’s Safety Manager, monitor the security environment and implement appropriate safety and security procedures (MOSS compliant);
  • Ensure timely and accurate financial monitoring and reporting of the project portfolio;
  • Ensure implementation of agreed HAP standards and highest level of transparency at all relevant stages of project implementation.

About you

The qualified candidate is a strong and visible manager with extensive management experience. She/he is very familiar with humanitarian principles and practices, used to represent an international organization to external partners and authorities and match the requirements listed below:

  • Minimum 5 years of management/operational experience from international aid work; preferably including work with displaced populations;
  • Prior experience with some of the following modes of delivery: livelihood, shelter, protection, child protection, CCCM, WASH and community safety;
  • Fluency in written and spoken English;
  • Strong writing and reporting skills;
  • Documented representation experience;
  • Demonstrated intercultural sensitivity;
  • Systematic mind-set and capability of implementing changes;
  • Prior knowledge of working with DRC or in Myanmar will be considered an asset

We offer

DRC will offer the successful applicant a 12 months contract with the possibility of extension. Envisaged start date is 20th of November.

Sittwe is a non-family duty station and frequent travel within the State and to/from Yangon is to be expected. A 10-week R&R system is in place for expatriates working in Rakhine State.
