The Medical Coordinator is in charge of the coordination of the medical activities of the mission in close collaboration with the Mental Health Coordinator, the Program Coordinator and the Coordination team. He/She works closely with and reports to the General Coordinator in Jordan.

For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 41 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

MdM has responded to the needs identified in the field and integrate Mental Health component adapted to Primary Health Care, currently has 3 psychologists, 1 case manager and two outreach teams as an integrated Mental Health component in the MdM activities. MdM also provides through a partner NGO a wide range of PSS services in Za’atari camp and urban areas of Jordan. Since this year, MdM is operating a mobile clinic for chronic diseases in rural Ramtha and provides trainings for the medical staff of the Directorate of Health of Ramtha.

Duties and responsibilities:

1. Quality of the health care services

In coordination with the Program Coordinator, she/he is responsible to:

- Ensure the greatest quality of the MDM health services and activities

- Ensure that protocols and guidelines are in place and in line with MDM’s policies and national legislations and protocols

- Ensure that the medical activities are effectively addressing the health problems of the population

- Coordinate and supervise the implementation of MdM and partners program activities working in close collaboration with Mental Health Coordinator.

- Ensure that medical data are properly collected, analysed and timely reported

- Monitor and evaluate the medical activities of the program

- Through the indicators’ follow up (MDM Monitool) in close collaboration with the Program Coordinator

- Contribute to the smooth integration of Mental Health and Psychosocial Support activities within the PHC activities in close collaboration with the Mental Health Coordinator.

- Participate to the development of the general strategy of MdM in the country with the GenCo and the implementation of the operational plan (participation in needs assessments, proposal writing, reporting)

- Participate to the emergency preparedness through the review of the contingency plans.

- React to any change in the context by suggesting reorientation of the medical response if necessary (outbreaks, unexpected or new needs, sudden influx of refugees/returnees, etc.) in close consultation with the General Coordinator

2. Team management

In close coordination with the Program Coordinator and the Field Officers, she/he is responsible to:

- Ensure technical supervision and coaching of the health staff in the fixed or mobile clinics and outreach.

- Provide technical support to the health staff with the support or delegation to the medical officers

- Lead the capacity building plan of the health staff in coordination with the Mental Health Coordinator.

- Supervise, coach and provide technical support to the medical officers and the Medical Coordinator Assistant and any expatriate medical staff when present.

- Coach, supervise and provide technical support to the pharmacy supervisor if needed

- Participate and provide technical inputs for the recruitment/selection of health staff

3. Management of the medical stock

In coordination with the Logistics and Administrative Coordinators, she/he is responsible to:

- Ensure that the medical facilities are provided with the appropriate medical equipment, material and drugs for the proper implementation of the services

- Update the MDM list of essential drugs in case of unforeseen changes in the morbidity trend

- Provide timely and accurate information to the Logistics/Finance Department for the procurement of medical materials

- Check the quality of the medical supplies during the procurement process

- Supervise the central pharmacy activities (consumptions, orders and inventory) in collaboration with the logistic team

- Cooperate with the administration team regarding budgeting related to medical purchases.

4. Regarding coordination with INGOs, international organizations & local associations, she/he has to:

- Participate to different medical coordination meetings at Amman level and in the field when necessary

- Liaise with other health agencies providing health services to ensure continuity of care for the patients referred from and to MdM clinics

- Coordinate and represent MDM with the relevant health actors or authorities on medical related issues and under delegation of the General Coordinator (UNHCR, WHO, MOH)

- Contribute to the information sharing amongst the MDM coordination team through medical reports, health papers, regular updates, etc.

- Evaluate the needs and request of the partners

5. Regarding reporting and Proposal writing, she/he has to:

- Write medical monthly reports & contribute to the weekly updates

- Participate in the writing of donors reports and proposals

- Write monthly internal reports

Skills required :

- Health Professional with Master in Public Health. Proven experience in similar position.
- Experience in capacity building of MoH
- Experience in capacity building and coaching national and international medical staff
- Strong knowledge in epidemiology and/or data management
- Experience in community based approach
- Experience SSR and GBV
- Experience in training medical and non-medical staff
- Experience in negotiating with local authorities, partners and staff in a critical and stressful context
- Strong team management and team work capacity
- Outbreak management and emergency response, surveillance system
- Ability to take effective decisions according to the context
