MISSION

As the Syria Crisis is in its third year, humanitarian needs inside Syria and in neighboring countries continue to rise. Given the regional instability, the Lebanese political deadlock and poverty, the population influx has put Lebanon under severe strain. As Lebanon has maintained an open border policy, and with more than 850,000 refugees registered with UNHCR, one out of five residents in the country is now a refugee.

In order to address the immediate needs of both Syrian refugee and Lebanese host families affected by the Syria crisis, SI has launched in March 2013 its operations in North Lebanon, in the two districts of Minieh-Denieh and Zgharta.

The main needs in the area where SI is intervening are Shelter, WASH and livelihood (including distribution of NFIs and implementation of a cash transfer program). More specifically: hundreds of families are staying in ‘informal' dwellings: these are usually stock/storage facilities, basements, hangars or shops. The living conditions are precarious with poor insulation, no access to WASH facilities and no access to the water network, while the rent can be relatively high (150 USD).  Families staying in these dwellings have no access to the water network and no access to latrines. Cases of diarrhea, skin infections and fever were reported by a large number of respondents. These probably result from a combination of factors including: poor quality of water used for drinking, poor hygiene practices, and inadequate sanitation.

 

Objectives of the position

  • General objectives

- The WASH and Shelter coordinator, as technical advisor of the mission, contributes to the development of SI strategy by supporting identification of uncovered needs, proposing a sector-based strategy and overseeing the quality of the WASH and Shelter programmes implemented by the mission.
- He/She ensures SI representation and active contribution to the technical and sectorial working groups at national level, taking leadership on the definition of the WASH and Shelter strategy for Lebanon in all coordination fora. He/She ensures proper and timely reporting of SI interventions.
- He/she will play a key role in advising on adjustments to the WASH and Shelter programs if and when necessary and in ensuring the overall quality of the program implementation and accuracy of reports submitted to donors.
- He/She builds up the technical skills of the programme team in the field of WASH/Shelter and provides technical support to the Program Managers

  • Specific objectives

- Ensure representation and advocacy to the technical and sectorial working groups in shelter and WASH
- Support the coordination on the design of the 2015 strategy
- Carry out field assessments with a view to developing and writing proposals for new programming, as defined in SI 2014 Lebanon strategy. 

 

PROFILE

Education:

Degree in Civil/Water/Environmental engineering, or related field is desirable; it can be balanced by humanitarian experience in the field of WASH and Shelter

Experience:

- Minimum 3 years’ experience with INGO specialized in humanitarian assistance;
- Significant experience in program development and team management;
Experience in conflict/post-conflict contexts, preferably with experience in supporting emergency response;
- Experience at coordination level desirable
- Previous experience with SI desirable.

Technical skills and knowledge:

- Ability to write clear and well-argued proposals and reports
- Strong field engineering skills with the ability to think out of the box and to develop practical and innovative technical solutions in both WASH & Shelter disciplines

Languages:

- Fluent English: speaking, reading and writing skills
- Arabic is desirable
- French is an asset

Other: Commitment to the fundamental principles of Solidarités International charter and ethos

 

CONDITION

Salaried post: According to experience from 2000 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of  750 USD.

Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.

- Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

- Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).

During the assignment, the expatriate is entitled to R&R every three months: one week at three and nine months (with a 500 euro allowance) and two weeks at six months (with a plane ticket back home covered by Solidarités). 

 

MISSION DURATION: Minimum 6 months (subject to funding)
Desired start date: May 26th, 2014
Place of work: Lebanon, Beirut with frequent travels to SI operational bases
