WORK CONTEXT

Cesvi has been working in Congo RDC since 2001, with the double commitment to assist the victims of the humanitarian crisis in the Eastern provinces and to support the health and protection sector in Kinshasa. The projects are mainly funded by UN agencies and private funds.
The on-going projects in Kinshasa are focused on protection with a specific attention to street children. A three year programme financed by Word Bank in the area of Kinshasa will start the final phase in October 2014 and will guarantee holistic assistance for 600 street children.

The PM will be based in Kinshasa and will be responsible for the coordination of the protection programs in the area. The person will represent the Organisation with donors, local authorities and other stakeholders, both national and international, operating in the sector/area of intervention and will be in charge of managing the team of national staff in the protection sector.

JOB DESCRIPTION
The collaboration will start in October 2014.
The main duty station will be Kinshasa.
The person will respond to the HQs Desk Officer.The PM manages the project activities and the team and is responsible for a smooth implementation of the project in accordance with the set regulations and framework.
He/she will respond to the Desk Officer at CESVI HQs.

Main tasks and duties:
- He/she ensures the implementation of the activities, accordingly to the Project documentation, undertaking the procurement operations according to the donor (UGP_WB), Cesvi and Local Government rules and procedures;
- He/she prepares the overall and annual workplan of the project;
- He/she defines monthly detailed project plans in line with the overall project plan and reports monthly to Headquarters;
- He/she guarantees project reports respecting the deadline required the Cesvi HQ and the donor;
- He/she supports the administrator in the procurement procedures;- He/she represents the Project with local authorities, the donor, partners and the other stakeholders involved in the action;
- He/she ensures an efficient office organization and a correct registration of project documentations;
- He/she identifies potential risks and rolls out contingency plans;
- He/she contributes in the identification and the development of new project proposals in the protection sector in the area of intervention.

REQUIRED COMPETENCIES
- Degree in Social Studies or related studies.
- At least 3 year experience in managing protection programs in an international context with focus on street children Demonstrated experience in same position, preferably in Sub Saharian Africa in emergency and post emergency context.- Experience in working with NGOs with a participatory approach;
- excellent management skills including human resource and financial management;
- networking skills and advocacy skills.

- ability to manage workload and stress and work in a challenging environment.
- excellent problem-solving and analytical skills.

- Fluency in written and spoken French;
- computer literacy.

DESIRABLE COMPETENCIES
Knowledge of UN and Word Bank administrative and procurement procedures.
Previous experience in local staff training and monitoring.

Good knowledge of Italian, both written and spoken.
