Team Leader – Mobilising Data for Anti-Corruption

About the Programme

DFID are currently in the process of designing a Business Case for a programme called Mobilising Data for Anti-Corruption (MoDAC). This programme, to be implemented in Nigeria, Ghana, Kenya and Tanzania aims to improve the quality and use of corruption data, over a four year period, to increase the number of high-level sanctions, penalties and prosecutions in corruption cases. The programme would engage, and form partnerships between, users of anti-corruption data including law enforcement, civil society, the media and private sector. These partnerships would “follow the data” to provide evidence on potential corruption cases, and make data available in user-friendly formats so it can be more widely used to expose and prevent corruption.

Thomson Reuters Foundation is seeking an experienced and dynamic Team Leader to lead the programme in one or more of the four countries (4 year contract).

Duties and Responsibilities

  • Provide overall strategic direction to the Programme, hold responsibility for meeting Programme objectives
  • Provide overall programme management
  • Act as spokesperson for the Programme, representing and advocating its work on global platforms
  • Serve as primary liaison between Funders (DFID), TRF, and programme beneficiaries – media outlets, journalists, civil society groups, innovators, implementers and researchers
  • Oversee the monitoring and evaluation of the overall programme, and timely submission of reports
  • Overall responsibility for performance and results monitoring of the programme
  • Oversee the work of all long- and short-term staff and subcontractors.
  • Oversee financial and programme implementation and monitoring

Requirements - essential:

  • 10 or more years of experience of relevant project and team management
  • Strong understanding of anti-corruption, media and open data
  • Long-term experience working with DFID and other large international donors, and
  • Strong understanding of donor requirements.
  • Demonstrable experience working on anti-corruption programmes
  • Experience of monitoring and evaluation and measuring results
  • A sound understanding of how to promote value for money in interventions
  • Excellent reporting and financial management skills
  • Excellent communication skills, including strong presentation and facilitation skills
  • Fluency in English (both written and oral)


  • Working experience in one or more of the countries mentioned above
  • Understanding of media capacity building and associated challenges
  • Knowledge of DFID’s anti-corruption strategy

Expected Programme Start Date: October 2017
