The role

Consultancy Objectives:

Undertake a detailed Situational analysis to establish factors responsible for high teenage pregnancy in Sierra Leone and those mitigating the access and use of Sexula and Reproductive Health (SRH) services by women especially adolescent girls and develop Signature Programme (SP) in line with theory of change.

Methodology:

The methodology will have to be defined by the consultant at proposal stage however:

  • The signature programme design should use a participative and child sensitive approach looking at issues facing girls and boys – similarities and differences. The design must be at minimum gender sensitive but hopefully gender transformative. Save the Children will be responsible for engaging with teenagers on behalf of the consultant.
  • Hold meetings with a range of stakeholders (governmental and non-governmental), community members and partners.
  • Enable Save the Children in Sierra Leone to have all the key documentation in place for a large scale programme. This may need to be reformatted later by Save the Children to specific donor formats.
  • Carry out a desk based literature review of research and policies related to the issue of teenage pregnancy in Sierra Leone and Internationally.
  • Work in close consultation with Director of Programme Development and Quality, and thematic advisors.

Please note that due to the current ebola outbreak, non-essential visitors are unable to visit the country. The consultancy should take a few phases, firstly a desk review/ situational analysis of Adolescent Sexual and Reproductive Health (ASRH) and SRH for Sierra Leone and Internationally drawing out best practices and recommendations.

The second phase will include incountry visit and stakeholder meetings to finalise mapping and priorities.

The third phase will be incountry presentation and finalisation.

Responsibility of the consultant

  • Responsible for the development and management of the consultancy work plan.
  • Responsible for any data collection, individual interviews and discussions.
  • Responsible for preparing the draft documentation and assembling comments and feedbacks.
  • Responsible for a 1 day stakeholder design workshop and a 1 day stakeholder presentation.

Responsibility of SC SL

  • Cost of flights between countries (Economy class).
  • In-country transportation and hotel accommodation,
  • Provision of office space, internet facilities and stationery ,
  • Linking the consultant with the key organizations/stakeholders and districts that will be consulted during the evaluation.
  • In country consultation costs of workshops or meetings

Consultancy Deliverables and Time Line

The study shall be completed within the agreed timeframe and shall provide the following deliverables:

  1. Final documentation of the Sierra Leone Country Office Signature Programme to address teenage pregnancy, including but not limited to Full Programme outline, Core budget, logframe and timeframe.
  2. Timeframe should be around 30 full working days over a minimum of 2 months. The draft documentation should be completed before mid November 2014, and final report by end November 2014.
  3. It is expected that the consultant will need to be in Sierra Leone at least twice during the time period.
  4. Final payment will be made after submission of the final approved documentation.

Qualifications and experience

Essential

  • Education: Master degree in Sociology or Development Studies or in Public Health
  • Knowledge of programming , and policy context for SRH in developing countries;
  • Strong expertise and understanding of key issues in the field of Reproductive health particularly adolescent SRH and Gender roles and dynamics in the context of the developing countries
  • Successful development of a large-scale programme
  • Previous experiences with international NGOs or other international organizations
  • Strong communications skills (both written and verbal). The ability to analyse data and summarise it for a range of different audiences.
  • Demonstrated minimum 5 years’ experience in the design, of programmes with successful high-value proposal development,

Desirable

  • Action-oriented and evidence based approach and strong drive for results;
  • Highly developed self-management, and communication skills;
  • Demonstrated computer literacy and use of data analysis software
  • Experience working in Sierra Leone or west Africa.
  • Familiarity with Save the Children organizational structure and culture
