For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

Since 15th of March 2011, following the demonstrations in Dera’a and then in the major cities of Syria, the situation has been worsening. Protesters demand the resignation of President Bashar al-Assad, the overthrow of his government, and an end to nearly five decades of Ba’ath Party rule. The conflict between the Syrian army and opposition resulted in massive displacements of populations within the country and into adjacent countries.

International community tries to solve the problem, for the moment; however, proposed solutions failed. In February 2012, MdM decided to launch the exploratory mission in the 3 Syria neighboring countries, namely in Jordan, Lebanon and Turkey. Assessment of the humanitarian needs, MdM’s network as well as the local medical partners’ revival and the prepositioning for the intervention inside of Syria as soon as Syrian border will be open for humanitarian aid, were the goals of the mission.

Following the assessments in Jordan, Lebanon, Turkey and Syria, the activities have started on Syrian borders, since the beginning of May 2012, offering primary and specialized health care services for refugee and displaced Syrian populations.

Responding to the Syrian refugee influx in Jordan, MdM-F has been working in the North of the country for 1 year, both in refugee camps and urban settings. Currently, medical assistance is provided in 3 Primary Health Care Centers: Ramtha town and Zaatri. An extension of this activity is expected in a Northern urban areas of Mafraq and Zarqa governorates.still to be determined on how to support national Primary Health Care facilities impacted by the load of refugees.

TASKS AND RESPONSIBILITIES:

The Program Coordinator ensures the effective implementation of MdM activities in Jordan in coordination with the Partners of the program on the field and creates strong communication between teams on the field and the coordination in Amman. The Field Coordinator reports hierarchically to the General Coordinator and works in close collaboration with the field officers (clinic managers ) , Medical, Mental Health coordinator, Administrative and Logistic Coordinators.

You will be in charge of:

1) Program Management

  • Program management implementation follow up with the support of the field officers, oversee on a regular basis the implementation of the activities in the field, and report to the country coordinators any issue of concern. 
  • Support the Medical and Mental health Coordinators in monitoring the project activities and outputs against project logframes, timeframes and budgets. 
  • Prepare internal and external reporting (financial and narrative) for MdM and donors, in close coordination with the Coordination Team 
  • Participate in the reporting process and the preparation of new proposals. Contribute to the monthly reporting. 
  • Participate to the development of the general strategy of the MdM activities, within the coordination team. 
  • Budget follow up 

2) Representation and liaison

  • Represent MdM in various coordination meetings in the different activity locations, in coordination with the field officers. 
  • Liaise on the different sites with the other humanitarian actors. 
  • Attend MdM Coordination meetings and briefings in Amman as required, particularly the weekly staff meeting. 
  • Organize regular field coordination meetings, jointly with the staff, the field officers, the LogCo, MedCo and MH Co, to agree on the planning of activities, priorities and share of tasks. 
  • Take minutes of all attended meetings and shares this information with the Coordination team. 

3) Team management

  • In coordination with the Adminco, ensuring compliance with MdM administrative procedures, 
  • Coordinate with the AdminCo for the planning, and requests for leave of the national staff. 
  • In coordination with coordination team, design and update if needed the HR set up of the mission 
  • Reinforce the capacity of the field officer in representation and supervision 

4) Logistics and Security

  • Ensure collaboration with the coordination Team to ensure planning, procurement and timely delivery of items. 
  • Assist the logistician in charge in planning the movement of international and national staff amongst different sites, as per the requirements of the field activities. 
  • Monitor security issues in the different locations and reports back immediately any incidents to the General Coordinator and the Logistic coordinator

CONDITIONS OF EMPLOYMENT:

  • Starting: ASAP 
  • Duration: 12 months 
  • Contract : EMPLOYEE (French contract) 
  • Fixed term contract 

SKILLS AND EXPERIENCE NEEDED:

Skills required :

  • Experience in negotiations with local authorities, partners and staff in difficult contexts is an asset 
  • Very good reporting skills 
  • Experience in analyzing security 
  • Knowledge in administration and logistics processes 
  • Experience of work in the Middle East is appreciable 

Personal skills required:

  • Strong commitment to the organisation and its values 
  • Capacity to work with partners and not only in direct program implementation 
  • Leadership, diplomatic, flexible, adaptable, patience and understanding 
  • Ability to synthesise 
  • Ability to classify and to manage priorities 
  • Good writing and communication skills inside the team and from widely-varied organizations and agencies

  • Capacity to work and to live in tense conditions (climate, cultural context, promiscuity)

Languages:

  • Fluent English (oral and written) mandatory 
  • French is an asset
