BACKGROUND

 

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression. 

             

The IRC is launching an emergency response program in eastern Ukraine to meet the basic needs of populations affected by the conflict. IRC is working in the areas around Donetsk and Horlivka, implementing programs in health, WASH, economic and basic needs assistance and psychosocial programs for women and children.

 

SCOPE OF WORK

 

The Emergency Environmental Health Coordinator/Manager is responsible for overseeing the continual assessment and full support to the ongoing environmental health programming in the Non-Government Controlled Areas (NGCA) of Ukraine. She/ He will provide technical and managerial leadership to the water, sanitation and hygiene program team and ensure all activities are of high quality, respond to immediate needs and are in line with the Environmental Health Strategy.  The EH Coordinator/Manager will formally report to the IRC Emergency Field Director of Programs.

 

OBJECTIVES

 

  • Launch Environmental Health programming in a new area of operations including ongoing assessment, program design, implementation and recruitment.   This will also cover full induction and training of IRC staff to enable them to perform their work to IRC standards
  • Ensure close cooperation and collaboration with the IRC Health, CASH and Protection programmes in NGCA areas where appropriate in order to guarantee a holistic approach to assistance to the beneficiaries in this Governorate
  • Assure that all IRC projects are implemented in a timely and professional manner, according to objectives, logframes and established indicators (SPHERE , IRC)  and in line with donor requirements and beneficiary needs.

 

RESPONSIBILITIES

 

Program Implementation

  • Lead ongoing WASH assessments, when security permits, to determine the water, sanitation and hygiene needs of the target areas.
  • Hold responsibility for evaluating structural and piping and distribution network designs.
  • Provide technical support and training for hygiene promotion staff.
  • Ensure all implementation plans employ a programming approach that integrates the needs of other sectors of work.
  • Evaluate field needs for technical interventions and make recommendations as needed.
  • Monitor materials, equipment and supplies for technical work.
  • Monitor and evaluate appropriate implementation of technical projects against program objectives and IRC’s Program Framework.
  • Provide regular reports, document results and maintain detailed records.

 

Grant, Monitoring & Partner Management

  • Manage and advise partners, where applicable, implementing activities on behalf of and in partnership with the IRC.
  • Select and implement appropriate monitoring and evaluations systems; analyzing results to ensure and enhance program effectiveness and quality.
  • Assure appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources.
  • Actively contribute to proposal writing and strategy development.

 

Human Resources Management

  • Manage, supervise and provide support to all staff in the EH/WASH Program in the designated area of operations.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Take responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with all staff.
  • Overall responsibility for staff timesheets, work plans, vacation schedules, and staff training/development activities.
  • Adhere to and act in accordance with the IRC Global HR Policies and Procedures.

 

Other

  • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with external parties as required to maintain/enhance the security environment for IRC programs.
  • Any other duties as assigned by the supervisor to enable and develop IRC programs.

 

Professional Standards

  • All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

 

JOB REQUIREMENTS

 

  • Degree or educational requirements/certification required for the position
  • 3-5 years professional experience in Water and Sanitation Engineering
  • Previous experience leading teams in rehabilitating and developing water sources, water treatment, water delivery systems (piped networks), low-technology emergency sanitation systems (latrine/septic tank construction)
  • Proven abilities in developing work-plans, data collection and analysis and performance monitoring
  • INGO experience preferred
  • Personal qualities: Strong leadership skills, works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well
  • Fluency in English required and Fluency in Russian strongly preferred

 

SECURITY SITUATION/HOUSING:

This position will be based in Donetsk with frequent visits to the field. IRC provides shared guest housing with Internet connection. Movement in Donetsk city is flexible, with a 9:00pm curfew in place and may be further restricted at times due to the security situation.
