Health and Nutrition Programme Manager
Surge Team

Health and Nutrition Programme Manager (member of the Surge Team)
Reports to:
• Head of Emergency Support Systems
• Relevant ACD Programmes or CD when overseas
Direct reports: Programme staff
Job Location:
Members of Concern’s Surge Team will be deployed to any of Concern’s country programmes for varying time periods, usually ranging from 4 weeks to up to 6 months. It is anticipated that members of the Surge Team will be deployed at all times, but if not, they will work from their own home rather than the Concern office.
Contract Details:
• 2 year Full Time Fixed Term Contract
• Unaccompanied position
• 8 weeks annual leave, plus R+R during deployments where this is relevant
• 3 weeks home-based work

All Surge Team members must be available to deploy overseas within 24 hours of being requested to deploy.
Pay Band: 5 (€41,281 - €48,151)
Job Purpose: The role of the Surge Team is two-fold:
• to respond quickly and flexibly to new and existing emergency situations to give broad support in the development of contextual analysis, programme design and funding applications
• to fill gaps in non-emergency programmes and existing chronic emergency contexts

As a member of the Surge Team, the Health and Nutrition Programme Manager will, when deployed, be expected to develop and manage Concern’s health and/or nutrition programmes in line with the organisation’s policy framework and the country programme’s strategies and programmes.
Main duties &
Responsibilities:
Emergency Response
• Participate in emergency assessments
• Manage health and/or nutrition elements of emergency responses
Leadership and Capacity Building
• Provide proactive leadership and management to add value to existing programming and develop new programming with the ACD-Programmes in line with the country strategy
• Provide strategic leadership to the health and/or nutrition teams, advancing good practice and ensuring that all programme elements are delivered to plan
• Effectively use regular M&E feedback to adjust programming and ensure relevance
• Contribute to a culture of communication to ensure strong links with other programme managers and departments to reinforce a strong programme approach
• Actively engage with and contribute to Concern Worldwide’s on-going learning in health and nutrition

Management
• Ensure that programme activities are continuously monitored, evaluated and reported upon
• Ensure that the budget is effectively monitored and managed
• Manage, mentor and coach to the health /nutrition programme team
• Work with the ACD-Programmes to advance funding strategies and ensure all health and nutrition programmes are adequately resourced
• Ensure effective management of all aspects of relevant grants. Ensure timely and high quality donor reports as per the donor agreements
• If appropriate, work with the engineering team for the planning, siting and supervision of health infrastructure

Representation
• Act as Concern’s health /nutrition representative with other the agencies (including in cluster co-ordination meetings), government, non-state actors, and donors as required by the programme

Person specification:
Essential:
• Health/Nutrition professional with strong background in Public Health
• Appropriate Masters Level Qualification is preferable: Public Health, Community Health, Nutrition, Tropical Medicine or Health Management
• Minimum of three years’ experience in the management of public health/primary health care and/or nutrition programmes in developing countries/emergency situations, preferably with an NGO
• Experience in health needs assessment and project development
• Familiarity with emergency feeding interventions and the CMAM model
• Familiarity with the Sphere guidelines

Desirable:
• Fluent French
• Knowledge of Concern systems and procedures
• Experience of working in insecure contexts
Key Terms and Conditions
• Members of the SURGE team will be employees of Concern Worldwide Dublin and contracts of employment will be fixed term contracts of two years duration
• Where members of the team are resident in countries in which Concern worldwide is registered, tax will be deducted at source and a net salary paid to employees
• Where team members are resident in countries in which Concern Worldwide is not registered, individual employees will be paid a gross salary by Concern and will be responsible for their personal taxation liabilities
• Where other national liabilities exist - e.g. social insurance - they will be deducted at source by Concern
• When deployed overseas, accommodation and food will be provided or, alternatively, employees will receive a monthly living allowance
• Team members will be based in their own home and will work from their home between deployments
• All team members must be available to deploy overseas within 24 hours of being requested to deploy, and are responsible for ensuring that their passports and vaccinations are kept up to date to ensure that there is no delay in this
• If working in an emergency field where there is an R+R policy in place, the SURGE Team will avail of this
• All other terms and conditions will apply as per Dublin employees
Members of the SURGE Team will be entitled to 8 weeks annual leave
